ROP 1. Organization of the Appellate Division
The members of the court shall meet at the State Capitol at the day and time notified by the Secretary of State for the purposes of determining the members of the court, organization and of making or amending rules of procedure. The members present shall select by secret ballot without nominations its presiding judge. Five (5) members present shall constitute a quorum and ballots shall be taken until a member receives a majority of the votes of those present, who shall be the presiding judge until the next organization meeting of the court. The presiding judge shall appoint a vice-presiding judge who shall have the authority to act in case the presiding judge is absent from the state or is unable to act.
The Clerk of the Supreme Court shall be the clerk of the court and shall perform his duties under direction of the court or of the presiding judge.
