Rule 22. Injunctions--Restraining Orders
No temporary restraining order shall be granted in a civil case without notice to the adverse party unless it clearly appears from the specified facts, shown by affidavit or by the verified petition, that immediate and irreparable injury, loss or damage will result to the applicant before notice can be served and a hearing had thereon.
Except when it has been affirmatively shown that only a preservation of the “status quo” is desired, and which will result in no likelihood of damage to the party restrained and enjoined, no restraining order or preliminary injunction shall issue except upon the giving of security by the applicant in such amount as the Judge deems proper for the payment of such costs and damages as may be incurred or suffered by any party who is found to have been wrongfully restrained or enjoined, all as per the Statutes on these issues.
