Rule 20(a). “Mail-in”, Telephone”, and “Video Conference” Practice Prohibited
When matters are presented for disposition of a case or other purposes, counsel therein shall appear in person or associate with local counsel to appear in person. The attempted practice of law by mail for disposition of cases by default, etc., has become a burden upon the Courts in the First Judicial District. If permitted by a presiding Judge with prior permission, utilization of mail is allowed for presenting matters to the Court in extraordinary circumstances. In honor of the practice of law, in-person presentation is never an over burdensome expectation for an attorney. Counsel who has not appeared in person before the Court, unless extraordinary circumstances exist, should not expect exception to this rule. Counsel should not expect to be allowed to appear by telephonic or video conferencing means in any matter. The presiding Judge shall allow telephone or video conference appearances only in special circumstances and at the discretion of the presiding Judge. Videoconferencing shall be allowed only in the discretion of the presiding Judge and in compliance with Supreme Court Rules.
