No person, other than an employee of the Court Clerk, an employee of the district court, or a licensed abstracter who maintains an office in the county, shall be allowed to remove a file from the office of the Court Clerk, judge's chambers or a courtroom absent a written court order authorizing such removal. Files shall be returned within forty-eight (48) hours, unless otherwise authorized by a judge or the Court Clerk. No papers shall be inserted or removed from the file folders except by authority from a judge or the Court Clerk.
