Rule 5.5. Preliminary Hearing Conference Docket
The purpose of the preliminary hearing conference (PHC) docket is to serve as a venue for a meaningful and purposeful meeting between the prosecutor and the defense attorney to negotiate in good faith and discuss whether or not a plea agreement is possible. By setting a case for preliminary hearing / application to revoke or application to accelerate hearing, the parties are asserting to the Court that negotiations have failed, following a meaningful and purposeful discussion and that both parties are ready for a hearing.
