Local Juvenile Justice Alternative to Detention and Diversion Programs
The NYS Division of Criminal Justice Services (DCJS) is issuing a Request for Proposals (RFP) to solicit grant applications for projects that will support local juvenile justice alternative to detention and diversion programs. Funding available under this RFP will support juvenile justice system reforms that:
1. Maintain low and moderate risk youth, who are at risk of detention or have been detained as a result of an untenable home situation, outside of a detention setting; ensure appearance at family court proceedings; and prevent further reoffending during the pendency of the family court process (Part I); or
2. Provide a timely response to juvenile crime committed by low and moderate risk youth that holds youth quickly accountable and prevents their penetration into family court processing (Part II).
Applicants must be a unit of local government and are encouraged to partner with community-based providers to access services for youth and their families as needed and appropriate.
Approximately $1 million in federal funding from the Title II Formula Grants program and approximately $500,000 in Juvenile Accountability Block Grants (JABG) program is available. No more than one grant will be made to a project within the City of New York. Additionally, only counties, or localities within counties, that had fewer than 400 juvenile probation intakes in 2011 are eligible for Part II of the funding. Approximately $500,000 will be available for Part II projects and approximately $1 million will be available for Part I projects.
The counties of Albany, Broome, Dutchess, Erie, Monroe, Nassau, Oneida, Onondaga, Orange, Rockland, Suffolk, Westchester and the cities of Buffalo, New York and Rochester are only eligible for the available Title II Formula Grant Funds (approximately $1 million). Cities and towns within the above referenced counties and all other NYS units of local government are eligible for either JABG or Title II Formula Grant funding.
Funds will be provided for a period of up to 18 months, with an optional one year renewal. The contract start dates will be no earlier than 11/1/2012 and end dates will be no later than 06/30/2014. Proposals must be submitted via DCJS' on-line Grants Management System (GMS). Proposals must be submitted on or before 12:00 noon, Friday, August 3, 2012.

MUNICIPALITIES AND NOT-FOR-PROFIT CORPORATIONS LOCATED WITHIN THE GEOGRAPHIC BOUNDARIES OF THE HUDSON RIVER ESTUARY AND THE MOHAWK RIVER BASIN
2012 Hudson River Estuary and Mohawk River Basin Grants under the NYS Environmental Protection Fund
Applications will be accepted through July 20, 2012 for grant funding under the Hudson River Estuary and Mohawk River Basin Grant programs. Anticipated grant funds from the NYS Environmental Protection Fund (EPF) for State Fiscal Year (SFY) 2011-2012, is approximately $150,000 for Hudson River Estuary projects and an additional $20,000 is available from the EPF for Mohawk River Basin projects. This is a competitive grant program and projects must implement the goals and targets identified in the 2010-2014 Hudson River Estuary Action Agenda and the Draft 2012-2016 Mohawk River Basin Action Agenda. The Hudson River Estuary Action Agenda can be viewed at www.dec.ny.gov/lands/5104.html and the Draft Mohawk River Action Agenda can be viewed at www.dec.ny.gov/lands/58571.html. Projects eligible for state assistance must be located within the geographic boundaries of the Hudson River Estuary and the Mohawk River Basin. State assistance may fund up to 50 percent of the total project cost. The matching share to be provided by the recipient is 50 percent.
