Notice of Abandoned Property Received by the State Comptroller
Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. Department of State F-2022-0514 Date of Issuance – October 19, 2022
The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program.
In F-2022-0514, Tibbetts Point Association, is proposing to repair damages to an existing marina basin. The proposed activity includes raising the height of an existing ~250lf rubble mounded breakwater to 253′ IGLD 85 with a resulting slope of 2:1 on the river side. The resulting structure would extend out into the river ~26′ further than the existing structure and result in the discharge of 1364cy of rock below the plane or Ordinary High Water. In addition, replace 70 linear feet of existing solid filled crib retaining wall structure with a stacked cut rock gravity wall. Dredge/remove ~25cy of small beach stone located within the basin and on the existing boat ramp with placement on the adjacent beach area landward of Ordinary High Water as well as remove any large rocks from the interior of the basin with placement on the breakwater. Additionally, install three 4′ x 20′ floating docks supported by 12″ piles with grouted socket connection and maintain an existing 4′ x 20′ floating dock. The proposal is for the Tibbetts Point Association marina located at on Tibbetts Point Road in the Town of Cape Vincent on the St. Lawrence River.
The stated purpose of the proposed action is to restore the marina to its previous condition prior to floods of 2017 and 2019 in addition to providing a more resilient rubble mound structure to protect the marina and vessels moored during high water events.

In F-2022-0522, Cap Real Estate LLC, is proposing to construct a new 4′ x 100′ dock supported by 10″ piles, with a 3′ x 12′ ramp leading to a 6′ x 20′ float secured by two 10″ piles and place two 10″ mooring piles and add a boatlift supported by six 12″ piles. The proposal would be located at on Little Peconic Bay at 125 Mullen Hill Lane in the Town of Southampton, Suffolk County.
The stated purpose of the proposed action is “Access to the waterway and boat dockage.”
