Gas System Planning
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering the August 10, 2022 filing of National Fuel Gas Distribution Corporation regarding non-pipeline alternative screening and suitability criteria.
Statutory authority:
Public Service Law, sections 5, 65 and 66
Subject:
Gas system planning.
Purpose:
To consider screening and suitability criteria for non-pipeline alternatives.
Substance of proposed rule:
The Public Service Commission (Commission) is considering the proposals for non-pipeline alternative (NPA) screening criteria and NPA suitability criteria filed by National Fuel Gas Distribution Corporation (Company) on August 10, 2022.
In its Order Adopting Gas System Planning Process (Gas Planning Order), issued in Case 20-G-0131 on May 12, 2022, the Commission required that the Company file with the Secretary to the Commission, within 90 days of the date of this Order, proposals for NPA screening and suitability criteria (Filing). The Gas Planning Order directed the Company to file what types of capital projects would be considered for NPAs, and its proposed definition of what constitutes a large or small project with respect to costs and time-to-need.
The Filing presents the Company’s proposed screening and suitability criteria as directed in the Gas Planning Order. The Company proposed to include, as the initial screening criteria, “gas distribution projects associated with load growth, and main or service replacements. Capital projects associated with immediate system needs related to safety, reliability, and service obligation, where construction is expected to commence within 12 months and be completed within 24 months, would be excluded, as would any non-distribution projects where NPAs are not applicable.” The Company proposed suitability criteria for large projects as those with costs in excess of $2 Million and a time to need of 36-60 months; and suitability criteria for small projects as those with costs less than $2 Million and a time to need of 24-36 months.
