New York State Reliability Council's Establishment of an Installed Reserve Margin
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering an Installed Reserve Margin of 22.0% established by the New York State Reliability Council for the Capability Year beginning May 1, 2024, and ending April 30, 2025.
Statutory authority:
Public Service Law, sections 4(1), 5(2), 65(1), 66(1), (2), (4) and (5)
Subject:
New York State Reliability Council's establishment of an Installed Reserve Margin.
Purpose:
To ensure adequate levels of Installed Capacity.
Substance of proposed rule:
The Public Service Commission (Commission) is considering an Installed Reserve Margin (IRM) of 22.0% established by the New York State Reliability Council’s Executive Committee on December 8, 2023, for the Capability Year beginning May 1, 2024, and ending April 30, 2025.
The IRM is based on the Technical Study Report entitled “New York Control Area Installed Capacity Requirement for the Period May 2024 to April 2025” (Report).
