DLM Program Cost Recovery
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following action:
Action taken:
On 4/19/18, the PSC adopted an order directing Consolidated Edison Company of New York, Inc. (Con Edison) to make tariff revisions to establish two Dynamic Load Management (DLM) Program cost recovery mechanisms.
Statutory authority:
Public Service Law, sections 5(1), (2), 65(1), (5), 66(1), (12) and (14)
Subject:
DLM Program cost recovery.
Purpose:
To direct Con Edison to file tariff revisions to establish two DLM Program cost recovery mechanisms.
Substance of final rule:
The Commission, on April 19, 2018, adopted an order directing Consolidated Edison Company of New York, Inc. (Con Edison) to make tariff revisions consistent with the discussion in the body of this order not less than three days’ notice, to become effective on May 1, 2018, to establish two Dynamic Load Management (DLM) Program cost recovery mechanisms. One DLM program cost recovery mechanism shall recover the costs of its Distribution Load Relief Programs and Direct Load Control Programs, allocated to and recovered from all distribution level customers served at or below primary voltage. This mechanism shall be allocated to the service classes based on Con Edison’s latest primary distribution demand allocators. The second mechanism shall recover costs associated with Con Edison’s Commercial System Relief Programs, allocated to the service classes based on the latest transmission demand allocators and recovered from all customer classes, subject to the terms and conditions set forth in the order.
