Notice of Abandoned Property Received by the State Comptroller
Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. Federal Fiscal Year (FFY) 2015 Funding Proposal
Purpose:To obtain public comment on the funding proposals for the Preventive Health and Health Services Block Grant for FFY 2015 (October 1, 2015 to September 30, 2016)

The New York State Department of Health is preparing the State's application to the Federal Government for the Preventive Health and Health Services Block Grant for FFY2015. The proposals for FFY2015 funding will be reviewed. Federal statute requires states to form advisory committees to assist in the development of Work Plans and to hold public hearings on the proposed use of funds.

To further publicize the hearing, please inform interested parties and organizations of the Committee's interest in hearing comments from all sources. Oral comments will be limited to ten minutes. The Preventive Health and Health Services Advisory Committee will attempt to accommodate individual requests to speak at particular times in consideration of special circumstances. Ten copies of any prepared testimony should be submitted to Ms. Thomas on the date of the hearing.

IN THE MATTER OF THE ISSUANCE OF AN ORDER TO AGRICULTURAL AND HORTICULTURAL CORPORATIONS, THE NEW YORK STATE AGRICULTURAL SOCIETY, AND THE NEW YORK STATE FAIR.NOTICE OF ORDER FOR THE CONDUCT OF FAIRS AND EXHIBITIONS
RICHARD A. BALL, Commissioner of Agriculture and Markets of the State of New York, hereby ORDERS that:
WHEREAS, Not-For-Profit Corporations Law section 1409(f) requires every agricultural or horticultural corporation, and the New York State Agricultural Society to hold annual fairs and exhibitions. Agriculture and Markets Law Section 31-b requires the Department of Agriculture and Markets to hold an annual state fair;
WHEREAS, such fairs and exhibitions typically allow for poultry from different farms and premises to be displayed and shown in poultry competitions. Such poultry, when so displayed or shown in poultry competitions, are closely held and readily come into contact with each other and with each other's bodily fluids and secretion;
WHEREAS, since December, 2014, highly pathogenic bacteria subtypes H5N2 and H5N8 have been detected in the United States and Canada. Approximately thirty-five million birds, located on over 170 premises in at least fifteen states, have been or will be destroyed due to having contracted such subtypes of avian influenza or having been exposed thereto; and
WHEREAS, Avian Influenza, including subtypes H5N2 and H5N8, is typically spread by an uninfected bird coming into contact with an infected bird or that bird's bodily fluids and/or secretions.
NOW, THEREFORE, BASED UPON THE FOREGOING, I hereby find that it is necessary, to prevent the spread of infectious disease (that is, Avian Influenza, subtypes H5N2 and H5N8) to the state's poultry population, that poultry not be displayed and shown in poultry competitions at fairs and exhibitions and;
I hereby ORDER, pursuant to A&ML sections 16(1) and (2), 31-b, 72(1) and (2), and 287, after having consulted with the Dean of the College of Agriculture and Life Sciences at Cornell University, that the corporations and Society referred to herein and that the New York State Fair do not and shall not allow for the display and showing of poultry at poultry competitions, until this Notice of Order is repealed.

Pursuant to Retirement and Social Security Law, the New York State and Local Employees’ Retirement System hereby gives public notice of the following:
The persons whose names and last known addresses are set forth below appear from records of the above named Retirement System to be entitled to accumulated contributions held by said retirement system whose membership terminated pursuant to Section 517-a of the Retirement and Social Security Law on or before April 30, 2014. This notice is published pursuant to Section 109 of the Retirement and Social Security Law of the State of New York. A list of the names contained in this notice is on file and open to public inspection at the office of the New York State and Local Retirement System located at the 110 State St, in the City of Albany, New York. At the expiration of six months from the date of the publication of this notice. The accumulated contributions of the persons so listed shall be deemed abandoned and shall be placed in the pension accumulation fund to be used for the purpose of said fund. Any accumulated contributions so deemed abandoned and transferred to the pension accumulation fund may be claimed by the persons who made such accumulated contributions or, in the event of his death, by his estate or such person as he shall have nominated to receive such accumulated contributions, by filing a claim with the State Comptroller in such form and in such a manner as may be prescribed by him, seeking the return of such abandoned contributions. In the event such claim is properly made the State Comptroller shall pay over to the person or persons or estate making the claim such amount of such accumulated contributions without interest.

Pursuant to the federal Coastal Zone Management Act of 1972, as amended, a public meeting will be held as part of the federal performance evaluation of the New York Coastal Management Program. The meeting will be held at 4:00 p.m. on July 8, 2015 in Room 505 on the 5th floor of 1 Commerce Plaza Building at 99 Washington Avenue, Albany, NY. The purpose of the meeting is to receive public comments regarding the operation and implementation of the New York Coastal Management Program. Written comments are encouraged, and participation at the public meeting is not required for submission.
