Gas Demand Response Pilot Program
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering a petition filed by Consolidated Edison Company of New York, Inc. on February 10, 2021, requesting to extend the term of its three-year Gas Demand Response Pilot Program by one year.
Statutory authority:
Public Service Law, sections 5, 5(2), 65 and 66
Subject:
Gas Demand Response Pilot Program.
Purpose:
To provide promote natural gas system reliability by encouraging reductions of natural gas demand during peak gas demand days.
Substance of proposed rule:
The Public Service Commission (Commission) is considering a petition (Petition) filed by Consolidated Edison Company of New York, Inc. (Con Edison or Company) on February 10, 2021, requesting to extend the term of its Smart Solutions for Natural Gas Customers Demand Response Pilot Program (Pilot Program) by one year. The Company is not seeking any additional funding for the one-year extension of the Pilot Program.
In the petition, Con Edison notes that, since the initial 2018/2019 Winter Season, the Company has gained valuable insight into customer engagement and third-party participation, program incentive levels and measures to streamline event dispatch. The Company notes, however, that it has encountered some challenges in gathering sufficient data due to mild winters that have limited the number of events and the usefulness of the data. Therefore, Con Edison is requesting that the Commission approve a one-year extension of the Pilot Program to allow the Company to continue testing to gather data needed to achieve the Pilot Program’s overall goals, including, among other things, collecting information on successful customer gas use reduction strategies, informing the process of setting program incentive levels and testing customer engagement. The Company also requests that the Commission authorize the Secretary to grant any future requests to extend the term of the Pilot Program.
