For Solid Waste Recycling Services for Columbia County
A copy of the RFP for Solid Waste Recycling Services for Columbia County can be viewed on the Columbia County Government website – www.columbiacountyny.com by following the link to the “Solid Waste Department”. Those who download the RFP and wish to be placed on a list to receive information for this proposal as it is released must register with the Columbia County Solid Waste Department by sending an email to Gennifer Westover at [email protected]. A return email acknowledging this registration will be transmitted.
Proposal packages can be obtained by any bidder at the Columbia County Department of Central Services, 401 State Street, Hudson, New York, and shall be prepared in accordance with the forms contained in the bid package.

Transfer Station Operation & Maintenance, Solid Waste Transport, Recycling and Disposal Services
Draft Request for Proposals
This notice is issued pursuant to Subdivision 4 of Section 120-w of the General Municipal Law and is a notice of a Draft Request for Proposals for the financing, provision of transportation means and services and the facilities, having to do with the operation and maintenance of the City of Glen Cove solid waste transfer station and for the transportation, recycling and disposal of City of Glen Cove municipal solid waste. The means, services and facilities are expected to include: certain capital improvements to the City of Glen Cove solid waste transfer station; the operation and maintenance of the City of Glen Cove solid waste transfer station; transfer haul vehicles; the processing, transportation, recycling and disposal of solid waste; administrative management; maintenance support; and customer service support to perform services as specified in the Request for Proposals.

Consolidated Annual Performance and Evaluation Report
In accordance with the provisions of the National Affordable Housing Act, the State of New York is making a draft of its Consolidated Annual Performance and Evaluation Report (CAPER) for Program Year 2011 available for public comment. The CAPER analyzes New York State’s progress in implementing its HUD-approved Annual Action Plan for 2011. The public is invited to review the draft New York State CAPER and to offer comments on the document. The draft 2011 CAPER, as published for public comment, will be available during the public comment period on the New York State Homes and Community Renewal (HCR) website at www.nyshcr.org. In addition, copies can be requested by e-mail at [email protected] or by telephoning 1-518-473-3031. The public comment period will begin on Wednesday, February 22, 2012 and end on Wednesday, March 7, 2012. The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
In F-2011-0742, the applicant - Shinnecock Tribe - as the Shinnecock Tribal Oyster Project, has certified that the proposed shellfish aquaculture activit(ies) comply with and will be conducted in a manner consistent to the maximum extent practicable with the New York State Coastal Management Program. The applicant's federal consistency certification and accompanying public information and data is available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue in Albany, New York.
The applicant proposes deployment of eighty-one (81) cages (dimensions 32"W x 36"L x 4' H) to be situated on the soft bottom substrate and submerged aquatic habitat of Shinnecock Bay and twenty-five (25) floating stringer units (22"W x 22" L x 8"H) at the surface with 4" plastic floats attached, each consisting of twenty (20) shellfish containers per line. The cage structure(s) are proposed to be located in the subtidal zone (open water, always submerged). The species to be cultivated include Eastern oyster (Crassostrea virginica) and hard clams (Mercenaria mercenaria) with future possible cultivation of soft clams (Mya arcnaria) and bay scallops (Argopecten irradians). The cultivation constitutes a commercial, water dependent use providing economic benefit to the Shinnecock.
According to the information provided to the Department of State, the on-bottom and off-bottom equipment will be deployed within 500 feet of the low tide watermark on the western side of the Shinnecock Indian Reservation at two locations designated Area A and Area B. Area A consists of 21 acres of underwater lands at Cuffee Beach (directly adjacent to reservation lands) and Area B consists of 8.3 acres of underwater lands at Heady Creek (also directly adjacent to reservation lands). The applicant's right to use the underwater lands and the overlying water column at these sites is based upon a claim of ownership to these same underwater lands by the Shinnecock Nation. The applicant indicates that documentation of ownership is presently on file with the New York State Department of Environmental Conservation (NYSDEC). Application necessary for review of the proposal and issuance of aquaculture permits has been submitted to the NYSDEC.

The WLIS is located within Long Island Sound, approximately 2.8 nautical miles south of Long Neck Point, Noroton, CT and the CLIS is located within Long Island Sound, approximately 5.6 nautical miles south of East Haven, CT.
