MUNICIPALITY ON BEHALF OF AN EMERGENCY RESPONSE TEAM THAT PROVIDES SERVICES TO MULTIPLE (TWO OR MORE) JURISDICTIONS IN NEW YORK STATE

Fiscal Year 2011 Technical Rescue & Urban Search and Rescue (USAR) Grant Program seeks applications up to $150,000 in federal State Homeland Security Program (SHSP) funding made available by the NYS Division of Homeland Security and Emergency Services (DHSES) for local response entities that provide targeted technical rescue and urban search and rescue related services.

Goal of Technical Rescue & USAR Grant: The development of regional response capabilities is a core objective of this grant. This grant opportunity will ensure that critical homeland security funding addresses prioritized capability development goals and objectives as recognized by State and local stakeholders in the New York State Homeland Security Strategy, specifically, Goal 5: "Enhance Incident Management and Response Capabilities" via Objective 5.19: "Strengthen State and local Rescue Team and Urban Search and Rescue (USAR) capabilities through targeted planning, training, exercise, and equipment acquisition activities." As such, the FY2011 Technical Rescue & USAR Grant has 3 core objectives (outlined below):

• Objective #1: Advancement of Technical Rescue and USAR Capabilities

• Objective #2: Development of Regional Response Capabilities

• Objective #3: Increasing the Resource Typing of Technical Rescue and USAR Resources in New York State

Eligibility: A municipality (cities, villages, towns, fire districts and counties) is eligible to apply for the FY2011 Technical Rescue & USAR Grant Program on behalf of an emergency response team that provides services to multiple (two or more) jurisdictions in New York State. Two or more municipalities are also eligible to apply jointly for the FY2011 Technical Rescue & USAR Grant Program on behalf of their emergency response teams as long as one municipality is identified as the "submitting partner," who submits the application and has fiduciary responsibility for the grant.

Regional Focus: The focus of this grant program is the regionalization of technical rescue and USAR related services. Eligible applicants must either be one Team providing services to multiple jurisdictions or two or more Teams providing services to multiple jurisdictions. There are currently gaps in the provision of technical rescue and USAR capabilities in the State of New York. The State has limited homeland security funding; therefore resources must be dedicated to the development of regional capabilities.

Applications will be accepted from March 1, 2012 through April 26, 2012 through the State's electronic grants management system (E-Grants) for programs to support legally established and recognized local and county based response entities that provide technical rescue and USAR services in New York State.
