Adult Home Advocacy Program
Description:
As the administering agency for the Adult Home Advocacy program, the Commission on Quality of Care and Advocacy for Persons with Disabilities (CQCAPD) is announcing the availability of state funding to establish two five-year contracts for the period October 1, 2012 - September 30, 2017 with not-for-profit organizations to provide program services in the areas of New York City and Nassau/Suffolk Counties.
Program Summary: The Adult Home Advocacy program assists residents of adult homes with mental disabilities in asserting their rights under federal and state laws by providing information and referral, outreach and training, and legal and non-legal advocacy, as well as on systemic issues which may be identified.
Requirements: Grantee must be a not-for-profit organization with an established and successful history of representing individuals with mental disabilities in New York City and Long Island. Applicant must have the ability to provide program services throughout each region.
It is anticipated that a total of approximately $170,000 will be available during the first one-year contract period of October 1, 2012 - September 30, 2013. Funding amounts for years 2-5 of the five-year term will be subject to the availability of funds.
A Request for Proposals (RFP) is expected to be released on February 29, 2012. For an application and a full description of the required services, please see CQCAPD's website at www.cqc.ny.gov on the release date.

FEMA's Hazard Mitigation Grant Program
State OEM Announces Extended HMGP Grant Deadline
The New York State Office of Emergency Management (State OEM) has extended the deadline for eligible applicants to submit Letters of Intent (LOIs) for FEMA's Hazard Mitigation Grant Program (HMGP) for Federally-declared disasters DR-1957, DR-1993, DR-4020 and DR-4031.
State OEM first announced this grant cycle on December 22, 2011. Local governments and certain private non-profits are eligible applicants under the HMGP program (individuals and businesses are not). Interested applicants should refer to State OEM's webpage for complete information about FEMA's requirements, the State's HMGP priorities, and the LOI forms that must be used to request assistance. Please note:
• HMGP funds can be used to develop and update hazard mitigation plans and implement hazard mitigation projects.
• HMGP funds cannot be used to: fund studies; repair storm or flood damage; build, repair or remove major flood control features like dams and levees; remove debris; dredge streams; create shelters; or purchase generators. A list of ineligible activities is available on Page 16 of FEMA's FY 2011 Hazard Mitigation Assistance (HMA) Unified Guidance, available on State OEM's webpage: www.dhses.ny.gov/oem/programs/hmgp.cfm.
Revised Schedule of Deadlines
Acquisition and Elevation Projects (UNCHANGED):
• February 29, 2012 (Phase 1)
• April 30, 2012 (Phase 2)
• June 30, 2012 (Phase 3)
State OEM will work with all acquisition and elevation sub-applicants who submit LOIs by the February 29, 2012 deadline to develop applications that will be forwarded to FEMA for Phase 1 funding. OEM will use sub-applicants' priority rankings to develop the State's ranking and funding recommendations. Phases 2 and 3 will operate in the same manner if acquisition and elevation funds remain.
Planning and All Other Project Types (REVISED)

State OEM will assist activities in the All Other Project Types category only if funds remain after eligible Acquisition and Elevation requests (above) are addressed.
Applicants must complete and submit the LOI appropriate to their proposed activity and grant type. (Previous LOIs and letter requests will not be processed.) LOIs are available on OEM's webpage at www.dhses.ny.gov/oem/programs/hmgp.cfm and must be submitted to either:
