PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering whether to approve a financing proposed by Astoria Generating Company, L.P. for a maximum of $2 billion.

Purpose:
To consider financing proposed by Astoria Generating Company, L.P.
Substance of proposed rule:
The Public Service Commission is considering a petition filed by Astoria Generating Company, L.P. on July 8, 2014, requesting approval of a financing pursuant to Public Service Law (PSL) § 69. The financing would be for an increase from $1.38 billion to a maximum of $2 billion, with the flexibility to shift obligations between the credit facilities. The Commission may adopt, reject or modify, in whole or in part, the relief proposed and may resolve related matters.
