Notice of Abandoned Property Received by the State Comptroller
Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The United States Department of Transportation (US DOT), Saint Lawrence Seaway Development Corporation has determined that the proposed activity will be undertaken in a manner consistent to the maximum extent practicable with the enforceable policies of the New York State Coastal Management Program. The applicant's consistency determination and accompanying supporting information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue in Albany, New York.
The St. Lawrence Seaway Development Corporation proposes to perform maintenance repairs along a 60 foot section of anchor wall at the St. Lawrence Marine Base/Maintenance Facility located at 251 Fregoe Road, Massena, Saint Lawrence County. The anchor wall repair will take place within the Grasse River, a Significant Coastal Fish and Wildlife Habitat, and tributary to the St. Lawrence River.
Any interested parties and/or agencies desiring to express their views concerning the above proposed activities may do so by filing their comments, in writing, no later than 4:30 p.m., 15 days from the date of publication of this notice, or, November 17, 2011.

Department of State Notice of Routine Program Change Village of Lewiston Local Waterfront Revitalization Program Amendment
PURSUANT to 15 CFR 923.84(b), the New York State Department of State (DOS) has submitted a routine program change to the federal Office of Ocean and Coastal Resource Management (OCRM). The change to the New York State Coastal Management Program (CMP) covered by this request is the incorporation of an amendment to the Village of Lewiston Local Waterfront Revitalization Program (LWRP) into the State's CMP.
A major component of the State's CMP is the provision that local governments be allowed to prepare and amend Local Waterfront Revitalization Programs, which further detail and make geographically specific the State's coastal policies. Each LWRP is reviewed for consistency with the State's CMP and approved if it meets the guidelines established in the State CMP and Article 42 of the NYS Executive Law.
The Village of Lewiston LWRP is a locally prepared comprehensive land and water use plan for the local natural, public, and developed waterfront resources. The LWRP serves as a long-term, comprehensive coastal management program for the Village's Niagara River waterfront resources, and is based on the policies of the New York State CMP. The Lewiston LWRP was originally approved by the New York State Secretary of State on February 26, 1991 and subsequently incorporated into the New York State CMP as a routine program change on April 24, 1991.
The Village prepared the amendment to the LWRP in partnership with DOS and in accordance with the New York State Waterfront Revitalization of Coastal Areas and Inland Waterways Act and the New York State CMP. The amendment refines the description of existing and proposed land uses in several areas of the Local Waterfront Revitalization Area to coincide with zoning amendments adopted by the Village to promote a better mix of uses along the waterfront and further strengthen the adjacent downtown business district. The draft LWRP amendment was circulated to potentially affected State, federal, and regional agencies during a 21-day review and comment period from December 29, 2010 to January 21, 2011.
Following this review period, the Department of State coordinated responses to comments received with the Village of Lewiston, and revised the draft where necessary. The LWRP amendment was subsequently adopted by the Village of Lewiston on March 21, 2011 and approved by the New York State Secretary of State on September 23, 2011, pursuant to the New York State Waterfront Revitalization of Coastal Areas and Inland Waterways Act (NYS Executive Law, Article 42). The approved Village of Lewiston Local Waterfront Revitalization Program is available online, at http://nyswaterfronts.com/LWRP.asp.
