Substance of proposed rule:
The Commission is considering a proposal filed by Orange and Rockland Utilities, Inc. (O&R or the Company) on January 26, 2018, to increase its electric delivery revenues for the rate year ending December 31, 2019, by approximately $20.3 million (6.7% increase in delivery revenues, or 2.3% increase in total revenues). O&R’s requested electric revenue increase, as well as rate design changes, results in an average residential monthly total bill increase of $6.18 (5.1% increase on the total bill) for a customer using 600 kWh per month. The major cost drivers of this rate filing include: return on infrastructure costs; increased depreciation expense; reduced sales; and, increases to labor expense. The initial suspension period for the proposed filing runs through June 24, 2018. The full text of the filing and the full record of the proceeding may be reviewed online at the Department of Public Service web page: www.dps.ny.gov. The Commission may adopt, reject or modify, in whole or in part, the action proposed and may resolve related matters.
