Tariff Revisions to Implement the Clean Energy Standard (CES)
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering proposals by jurisdictional and municipal utilities to revise the Companies' electric tariffs to implement the Clean Energy Standard as approved in the Commission's August 1, 2016 Order in Case 15-E-0302.
Statutory authority:
Public Service Law, sections 4(1), 5(1)(2) and 66(2); Energy Law, section 6-104(5)(b)
Subject:
Tariff revisions to implement the Clean Energy Standard (CES).
Purpose:
To consider the implementation of the CES to promote and maintain renewable and zero-emission electric energy resources.
Substance of proposed rule:
The Public Service Commission is considering proposals filed by jurisdictional and municipal utilities to revise the Companies’ electric tariffs to allow recovery of costs to implement the Clean Energy Standard (CES) which the Commission adopted on August 1, 2016 in Case 15-E-0302. Specifically, the proposed amendments would provide for recovery of the cost of Tier 1 compliance Renewable Energy Credits (REC), Zero Emission Credits, and Alternative Compliance Payments incurred in compliance with the CES, through a volumetric supply charge collected from retail customers. The proposed amendments have an effective date of March 1 2017. The Commission may adopt, reject, or modify, in whole or in part, the relief proposed and may resolve related matters.
