NYSEG's Implementation of a Vegetation Management Program and Recovery of Its Costs
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering a petition filed by New York State Electric & Gas Corporation (NYSEG) requesting authorization to implement, and recover the costs of, a full-cycle distribution vegetation management program.
Statutory authority:
Public Service Law, sections 5(1)(b), 65(1), (2), (3), 66(1), (3), (5), (10) and (12)
Subject:
NYSEG's implementation of a vegetation management program and recovery of its costs.
Purpose:
Consideration of NYSEG's implementation of a vegetation management program and recovery of its costs.
Substance of proposed rule:
The Public Service Commission is considering a petition filed on March 15, 2013 by New York State Electric & Gas Corporation (NYSEG) requesting authorization to implement, and recover the costs of, a full-cycle vegetation management program for its overhead electric distribution system. NYSEG would recover the incremental costs of the program, estimated at $16.8 million in 2014 and $46.5 million in 2015 for the program’s first two full years, through a separate monthly surcharge until a new rate plan is adopted. The Commission may adopt, reject or modify, in whole or in part, the relief proposed, may resolve related matters, and may take this action for other utilities.
