High Load Factor Power Delivery Rates and Billing Formula
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering whether to grant, modify or deny a petition, with related tariff amendments, by Niagara Mohawk Power Corporation d/b/a National Grid proposing revisions to its High Load Factor Power Delivery Rates and Billing Formula.
Statutory authority:
Public Service Law, sections 65 and 66(12)
Subject:
High Load Factor Power Delivery Rates and Billing Formula.
Purpose:
To grant, modify or deny a petition to revise High Load Factor Power Delivery Rates, Billing Formula and tariff amendments.
Substance of proposed rule:
The Public Service Commission is considering whether to approve, modify or reject, in whole or in part, a revised petition filed on March 21, 2013 by Niagara Mohawk Power Corporation d/b/a National Grid (Company) in which it proposes certain changes to its High Load Factor (HLF) Power Delivery Rates and Billing Formula. The Company filed revised tariff amendments along with its petition. The amendments have an effective date of July 1, 2013.
The Company proposes to transition HLF delivery service rates to standard retail tariff rate levels over a period starting July 1, 2013 and ending January 1, 2016. The Company states the proposed transition will result in greater consistency and parity of the HLF program with other New York Power Authority power programs under the Company’s Service Classification No. 4 – Untransformed Service to Certain Customers Taking Power from Projects of the New York Power Authority, while also providing HLF customers ample time to prepare for its rate changes. The Commission may apply its decision here to other utilities.
