Annual Reconciliation of Gas Expenses and Gas Cost Recoveries
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Public Service Commission is considering the filings made by various local gas distribution companies (LDCs) and municipalities regarding their Annual Reconciliation of Gas Expenses and Gas Cost Recoveries.
Statutory authority:
Public Service Law, sections 65 and 66
Subject:
Annual Reconciliation of Gas Expenses and Gas Cost Recoveries.
Purpose:
To consider filings of LDCs and municipalities regarding their Annual Reconciliation of Gas Expenses and Gas Cost Recoveries.
Text of proposed rule:
The Commission is considering the filings of various local gas distribution companies (LDCs) and municipalities regarding their Annual Reconciliation of Gas Expenses and Gas Cost Recoveries. Gas LDCs and municipalities will file by September 16, 2022 supporting detail for all amounts booked to Purchase Gas Expense, for the single month of December 2021, in advance of Department of Public Service Staff’s review of the gas costs for the annual reconciliation period ending August 31, 2022.
The supporting detail will include all account balances, starting and ending, for that month, all journal entries to those accounts, as well as back-up documentation such as invoices and adjustments, and any other pertinent information. Also, to verify the pro-ration of gas adjustment clause charges, pursuant to 16 NYCRR Section 720-6.5, among the months covered by a customer bill, the gas LDCs and municipalities will provide samples of actual customer bills from December 2021. 16 NYCRR Section 720-6.5 also requires that on or before October 15, 2022, the gas LDCs and municipalities to file with the Commission the resulting surcharge or refund to become effective the first January billing cycle.
