SUBJECT: Proposed State Application and Plan for FFY 2020 and FFY 2021 for the Community Services Block Grant (CSBG) Program.
PURPOSE: To obtain input regarding the Department of State’s proposed CSBG Application and Plan for Federal Fiscal Years 2020 and 2021 (Plan). This revises the Notice provided on May 15, 2019, by amending the time period in which the public may submit the Public Hearing Reply Form and written comments.
Federal CSBG funds are awarded to grantees in all counties of New York State. Community action agencies, community-based organizations, and Indian tribes or tribal organizations receive CSBG funds to provide advocacy, outreach, services and programs for economically disadvantaged persons in their local communities. The hearing will focus on the New York State Department of State’s Plan for federal fiscal years 2020 and 2021. The Plan delineates the manner in which funds will be expended and how the State will meet the federal CSBG program requirements during the applicable time period covered by the Plan. Pursuant to 42 U.S.C. § 9908, the Department of State Division of Community Services will be holding this public hearing at the time and place as follows:

Persons wishing to present testimony at the public hearing on the proposed Plan are requested to complete the Public Hearing Reply Form (available at http://www.dos.ny.gov/dcs/documents.htm) and mail to the above address or provide it by e-mail to [email protected] on or before June 12, 2019. Written comments on the proposed Plan may be submitted until the close of business on July 1, 2019.
Oral testimony will be limited to 10 minutes. In preparing the order of witnesses, DOS will attempt to accommodate individual requests to speak at particular times in view of special circumstances. These requests should be made on the Public Hearing Reply Form or communicated to DOS staff as early as possible. In the absence of a request, witnesses will be scheduled in the order in which reply forms are postmarked. Five copies of any prepared testimony should be submitted at the hearing registration desk. The Department of Health is pleased to announce the date for the Public Comment Day for New York’s 1115 Waiver programs.
The Public Comment Day will be held on June 24, 2019 at SUNY School of Public Health’s Auditorium, 1 University Place, Rensselaer, NY 12144 from 1:00pm – 4:00pm. Any updates related to the forum will be sent via the MRT Listserv. About the 1115 waiver:
• The 1115 waiver, also known as the MRT Waiver in New York State, is an agreement between the federal Centers for Medicare and Medicaid Services (CMS) and New York State that allows the State to use a managed care delivery system to deliver benefits to Medicaid recipients, create efficiencies in the Medicaid program, and enable the extension of coverage to certain individuals who would otherwise be without health insurance.
• The MRT waiver is a vehicle by which the State has implemented the initiatives of the Medicaid Redesign Team and subsequent health systems reforms, including the Delivery System Reform Incentive Payment (DSRIP) program.
• In addition, New York’s goals in implementing its MRT waiver include improving access to health services and better health outcomes for New Yorkers through multiple programs.
This meeting will be webcast live (https://www.health.ny.gov/events/webcasts/) and will be open to the public. No pre-registration is required. Individuals who wish to provide comment will be asked to register on site no later than 2pm and will speak in their order of registration. We kindly request that all comments be limited to 5 minutes per presenter to ensure that all public comments may be heard.

New York City Deferred Compensation Plan
The New York City Deferred Compensation Plan (the “Plan”) is requesting information from qualified service providers with a specialization in providing proxy voting services to provide a full range of proxy analysis and reporting requirements. The purpose of this Request for Information (“RFI”) is to conduct a preliminary evaluation of potential vendors. The RFI will be available beginning on Wednesday, May 29, 2019. Responses are due no later than 4:30 p.m. Eastern Time on Tuesday, July 2, 2019. This project was also the subject of a coordinated Environmental Review. The Federal Energy Regulatory Commission (FERC) is the lead agency for the environmental review of interstate natural gas pipelines under the federal Natural Gas Act. FERC staff prepared a Final Environmental Impact Statement (FEIS), dated January 25, 2019 for the NESE Project, Docket No. CP17-101, pursuant to the National Environmental Policy Act (NEPA). In F-2017-0612, Transcontinental Gas Pipe Line Company, LLC is proposing the Northeast Supply Enhancement Project (NESE Project), which involves installing and operating a 26-inch diameter pipeline that would transport natural gas from Pennsylvania through New Jersey, travelling underwater in the Raritan Bay and Lower New York Bay to approximately three miles offshore of the Rockaway Peninsula in Queens Borough. The NESE Project includes components in Pennsylvania, New Jersey, and New York, although the activity subject to consistency review only pertains to aspects of the NESE Project that may affect New York’s coastal uses and resources.
The NESE Project would connect to the existing Rockaway Delivery Lateral in Queens and would provide 400,000 dekatherms per day of incremental capacity to National Grid to serve customers in Brooklyn, Queens, and Long Island. Approximately 23.5 miles of underwater pipeline would be installed, of which approximately 17.4 miles would be in New York State waters (Queens County and Richmond County). The NESE Project would be installed a minimum of 4 feet below the sea floor through a combination of jet trenching, clamshell dredging and horizontal directional drilling (HDD). Deeper burial depths are proposed beneath navigational channels.
Construction would be phased to minimize potential impacts to marine habitats and potential use conflicts. The stated purpose of the project is to support the long-term growth, reliability, and flexibility of National Grid’s existing natural gas system as well as help displace the use of oil.
The proposed activity would be undertaken within the New York City Waterfront Revitalization Program (WRP).
