Review of Proposed Modifications/Adjustments to RDMs
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Public Service Commission is considering a joint petition filed by Central Hudson Gas & Electric Corporation and Multiple Intervenors to modify the mechanics for certain revenue decoupling mechanisms (RDM).
Statutory authority:
Public Service Law, sections 65 and 66
Subject:
Review of proposed modifications/adjustments to RDMs.
Purpose:
To clarify and correct Central Hudson?s RDM for certain service classifications.
Substance of proposed rule:
The Public Service Commission (Commission) is considering a joint petition (Joint Petition) filed on April 4, 2022, by Central Hudson Gas & Electric Corporation and Multiple Intervenors to modify the revenue decoupling mechanism (RDM) for certain electric and gas service classes as part of the Commission’s Order Adopting Terms of Join Proposal and Establishing Electric and Gas Rate Plan issued in Cases 20-E-0428 et.al on November 18, 2021.
Specifically, Joint Petition proposes that the RDMs be modified as follows: (1) for the Electric RDM, to make explicit that while revenue excesses/shortfalls for Service Class (S.C.) 3 may be shared with S.C. 13 for RDM purposes, such sharing is limited such that the total S.C. 13 credit/surcharge is capped at 2.5% of the adjusted S.C. 13 target; and (2) for the Gas RDM, to make explicit that while revenue excesses/shortfalls for S.C. 2, S.C. 6, and S.C. 13 may be shared with S.C. 11 for RDM purposes, such sharing is limited such that the total S.C. 11 credit/surcharge is capped at 2.5% of the adjusted S.C. 11 target.
