Power Authority of the State of New York Notice of Public Forum on Westchester County and New York City Governmental Customers Rate Increase
Pursuant to the Authority’s Policy and Procedures concerning Public Forums on Rate Proposals, the Authority will conduct a Public Forum to obtain the views of interested persons on a proposed increase in the Production Rates for its Westchester County Governmental Customers and the Fixed Costs component of its New York City Governmental Customers production rates. Details of the Forum are as follows:

Department of State F-2016-0472; F-2016-0473; and F-2016-0474 Date of Issuance – October 12, 2016
The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The applicant has certified that the proposed activities comply with and will be conducted in a manner consistent to the maximum extent practicable with the federally approved New York State Coastal Management Program (NYSCMP). The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue, in Albany, New York.
In F-2016-0472-0474, or the “New York City Citywide Ferry Service – 2017 Routes”, the applicant, New York City Economic Development Corporation (NYCEDC or EDC) is proposing to carry out construction of several new ferry landing facilities and/or upgrades to existing ferry landing facilities at the following locations and routes:
• Rockaway Route –
o Beach 108th Street, Rockaway, Queens
• Astoria Route
o Hallets Cove, Astoria, Queens
o East Side of Roosevelt Island, Manhattan
o Gantry State Park, Center Boulevard, Queens
• South Brooklyn Route –
o American Veterans Memorial Pier, 69th Street, Bay Ridge, Brooklyn
o Atlantic Basin, Red Hook, Brooklyn
o Brooklyn Bridge Park, Pier 6, Atlantic Avenue, Brooklyn
The proposed Citywide Ferry Service (CFS) would expand the existing East River Ferry (ERF), a privately operated commuter and recreational transit service paid for by the City of New York and NYCEDC and managed by EDC. The proposed new routes (three by 2017 and two additional by 2018) are anticipated to ensure the continuity of the East River Ferry service and create a unified system.
The CFS would include 21 new landings, requiring construction of 10 new ferry landings, upgrades to five existing landings, and the use of six existing landings. Upgrades to existing landings would be intended to increase capacity for ferry landings and/or accommodate additional passenger circulation. The majority of new landings would feature a barge (35′ x 90′) that would be connected to shore by a gangway in order to accommodate passenger queuing and shelter, a ticket machine, and information kiosk, lighting, and static or digital signage. All landings would be constructed to be ADA compliant and would install berthing infrastructure in accordance with best practices for maximum safety.

The proposed activities would be undertaken within the New York City Waterfront Revitalization Program (WRP) planning area. As the WRP is a component of the NYSCMP, activities under federal permitting authority are also subject to review for their consistency with the local program and its specific provisions and policies.
Any interested parties and/or agencies desiring to express their views concerning any of the above proposed activities may do so by filing their comments, in writing, no later than 4:30 p.m., 30 days from the date of publication of this notice or November 11, 2016.

Actions Taken at September 8, 2016, Meeting
SUMMARY: As part of its regular business meeting held on September 8, 2016, in Cooperstown, New York, the Commission took the following actions: 1) approved or tabled the applications of certain water resources projects; and 2) took additional actions, as set forth in the Supplementary Information below.
DATES: The business meeting was held on September 8, 2016. Please refer to the notice published in 81 FR 64812, September 21, 2016, for additional information on the proposed rulemaking, including public hearing dates and locations. SUPPLEMENTARY INFORMATION: In addition to the actions taken on projects identified in the summary above and the listings below, the following items were also presented or acted upon at the business meeting: 1) rescission of the Commission’s Information Technology Services Fee; 2) approval/ratification of a contract and several grants; 3) release of proposed rulemaking to clarify application requirements and standards for review of projects, amend the rules dealing with the mitigation of consumptive uses, add a subpart to provide for registration of grandfathered projects, and revise requirements dealing with hearings and enforcement actions, and release of a consumptive use mitigation policy; 4) a report on delegated settlements with the following project sponsors, pursuant to SRBC Resolution 2014-15: Lackawanna Energy Center, in the amount of $2,000; and Troy Borough Municipal Authority, in the amount of $5,000.; 5) approval to extend the term of an emergency certificate with Furman Foods, Inc. to November 30, 2016; and 6) continuance of the Show Cause proceeding granted to Montage Mountain Resorts, LP, to the December 2016 Commission meeting.
