New York City Deferred Compensation Plan & NYCE IRA
The New York City Deferred Compensation Plan & NYCE IRA (the “Plan”) is seeking proposals from qualified vendors to provide Auditing Services for the City of New York Deferred Compensation Plan. Department of State F-2021-0263 Date of Issuance – August 11, 2021
The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act (CZMA) of 1972, as amended.
The applicant has certified that the proposed activities comply with and will be conducted in a manner consistent with the federally approved New York State Coastal Management Program (NYSCMP). In F-2021-0263 Robert D’Argenio and Joseph Caggiano are proposing to: 1) Remove 20 feet of an existing solid filled timber pier, install rip rap along 20′ of each side of the waterward end of the pier and reface the pier with treated lumber. 2) Place rip rap along at the waterward end and along 20 additional linear feet of two peninsulas, use stabilizing material to reinforce the remainder of each of the peninsulas in addition to erosion control measure being employed upslope of the rip rap. Rip rap is also proposed to be placed along the outside edge of each peninsulas. The bank located at the back end (landward end) of the western peninsula is proposed to be stabilized with pressure treated lumber and the back end of the eastern peninsula is proposed to be stabilized and used as a boat launch replacing an existing Marston Mat boat ramp. 3) Dredge material from each of the two channels to a depth of 3′ resulting in ~1,890 cubic yards of dredged material. The material is proposed to be dewatered on the peninsulas. The dredged material is proposed to be placed on the peninsulas to a depth of 1-1.5′. Both peninsulas have been determined to be state and federally regulated freshwater wetlands.
The stated purpose of the proposed work is to protect the shoreline, refurbish the pier and dredge the channels.
The work is proposed for the applicants’ properties on the Salmon River at 24 and 28 Scharoun Drive in the Town of Richland, Oswego County.

In F-2020-0329, or the “Hamilton Boat Dock”, the applicant – Thomas Hamilton – proposes to construct a 4' by 130' piling-supported timber pier; piling-supported boat elevator; 3.5' by 40' aluminum ramp; 8' by 25' timber floating dock with 30" tall float skids; four steel anchor pilings. Total area of proposed structures with berthing is approximately 1,950 square feet, approximately 1,880 square feet below Mean High Water.
The purpose of this project is to provide safe access to the water for private recreational docking. The project is located at 14 Parsonage Point Place in the City of Rye, Westchester County on Long Island Sound.

The proposed project is located in Grand Island, Erie County, Niagara River.
The stated purpose of the proposed action is to enhance aquatic and riparian habitats to increase the net quantity, quality, and productivity of the aquatic ecosystem.

In F-2021-0668, Lighthouse Landing Communities is proposing to construct a public access dock for transient boating use consisting of the following structures: 8′ x 59′ access pier with 7′ x 8′ pier head, 5′ x 80′ gangway, 8′ x 120′ floating dock with 10′ x 16′ landing float, and two 3 pile ice deflector timber dolphins. Construction of a public access fishing pier consisting of the following structures: 8′ x 35′ access walkway, 10′ x 88′ long wharf, and two 3 pile ice deflector dolphins. Installation of 1000 cy of beach fill sand. The proposed project is located at199 Beekman Avenue, Sleepy Hollow, Westchester County, Hudson River.
The stated purpose of the proposed action is to allow for transient boat docking and water dependent access to the newly developed upland areas. The fishing pier and beach improvements will allow for passive and active recreational activities.
