Elimination of Internal Audits of Wholesale Performance Metrics
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering a petition filed by Verizon New York Inc. that requests the removal of certain provisions of the Wholesale Quality Assurance Plan (WQAP), specifically Sections III(B)(4), IV, VI and VII, and related appendices.
Statutory authority:
Public Service Law, sections 91(1) and 94
Subject:
Elimination of internal audits of wholesale performance metrics.
Purpose:
To consider Verizon New York Inc.'s petition to eliminate requirements for certain internal audits.
Substance of proposed rule:
The Commission is considering a petition, filed by Verizon New York Inc. (Verizon) on March 8, 2021 seeking to remove certain provisions of the Wholesale Quality Assurance Plan (WQAP), revised and filed by Verizon on March 22, 2007 in accordance with the Commission’s Order Amending Performance Assurance Plan, issued on September 25, 2006, in Case No. 99-C-0949. Specifically, Verizon requests the elimination of Sections III(B)(4), IV, VI and VII, and the associated appendices, relating the WQAP’s requirement for internal audits to review the accuracy of Verizon’s reports.
Verizon states that the WQAP’s required internal audits are unnecessarily burdensome to the company and are no longer required to ensure the accuracy of its measurement and reporting of carrier-to-carrier service quality metrics. Verizon states that these audits are expensive and time consuming, and that over the past ten years they have shown discrepancy rates of only 0.2%. Verizon asserts that, if its request is granted, the WQAP will otherwise remain in place and Verizon will continue to investigate and correct, on an exceptions basis, measurement and reporting discrepancies that come to its attention as a result of customer complaints or in the course of internal management.
