Adjustments to the the Revenue Decoupling Mechanisms
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering a proposal filed by Central Hudson Gas & Electric Corporation to modify P.S.C. No. 12 — Gas, regarding the Revenue Decoupling Mechanism mechanics for its Service Classification No. 11 customers.
Statutory authority:
Public Service Law, sections 5, 65 and 66
Subject:
Adjustments to the the Revenue Decoupling Mechanisms.
Purpose:
To ensure safe and adequate service at just and reasonable rates charged to customers without undue preferences.
Substance of proposed rule:
The Public Service Commission (Commission) is considering a proposal filed by Central Hudson Gas and Electric Corporation (Central Hudson) on April 5, 2022 to modify its Tariff Schedule, P.S.C. No. 12 – Gas.
The proposal seeks to make adjustments to the mechanics of the Revenue Decoupling Mechanisms (RDM) for Service Classification (SC) No. 11. The initial application of the 2.5% cap RDM in SC 11, as described in the Joint Proposal, filed on August 24, 2021 and approved by the Commission in the Order Adopting Terms of Joint Proposal and Establishing Electric and Gas Rate Plans, issued on November 18, 2021, resulted in a larger than anticipated surcharge. The proposed amendment has an effective date of July 20, 2022.
