Purchase Price of Electric Energy and Capacity from Customers with Qualifying On-Site Generation Facilities
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering a proposal filed by Central Hudson Gas & Electric Corporation (the Company) to modify its electric tariff schedule, P.S.C. No. 15, regarding the price to be paid by the Company under Service Classification No. 10.
Statutory authority:
Public Service Law, sections 5, 65 and 66
Subject:
Purchase price of electric energy and capacity from customers with qualifying on-site generation facilities.
Purpose:
To revise the price to be paid by the Company under Service Classification No. 10. for qualifying purchases of unforced capacity.
Substance of proposed rule:
The Public Service Commission is considering a tariff filing by Central Hudson Gas & Electric Corporation (Central Hudson) submitted on March 30, 2020. The tariff amendment proposes to revise the price to be paid by Central Hudson under Service Classification No. 10, Purchase of Electric Energy and Capacity from Customers with Qualifying On-Site Generation Facilities, for qualifying purchases of unforced capacity (or, UCAP).
Currently the price is based on the pre-capability period Capacity Market Strip auction clearing price set by the New York Independent System Operator (NYISO), and Central Hudson is proposing to revise this to be based on the NYISO’s Capacity Market Spot auction clearing price.
