Notice of Abandoned Property Received by the State Comptroller
Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. Division of Criminal Justice Services
Pursuant to the Federal program requirements for the Byrne State Crisis Intervention Program (SCIP) FY 2022 and 2023 program solicitation, the NYS Division of Criminal Justice Services (Division) hereby gives notice regarding New York State’s application for such funding:
On December 19, 2022, the Division will submit a funding application requesting New York State’s federal fiscal year (FFY) 2022 and 2023 award of $13,313,053 appropriated under the Byrne State Crisis Intervention Program (SCIP). The application generally describes the proposed program activities for the four-year grant period and the types of programs for which funding will be used.
This application is required to be made available for a 30-day period for public review and comment. The application will be available on the Division’s website, and requests for copies may be made via e-mail to: [email protected]. Requests may also be made in writing or by calling the Division offices during regular business hours. If a paper copy of the application is requested, a payment of $0.25 per page will be due to the Division in accordance with Public Officer Law § 87.

The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act (CZMA) of 1972, as amended.
The applicant has certified that the proposed activities comply with and will be conducted in a manner consistent with the federally approved New York State Coastal Management Program (NYSCMP). The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue, in Albany, New York.
In F-2022-0819, New York City Parks and Recreation is proposing to make improvements and repairs at the Lemon Creek Marina. Proposed repairs and/or replace the damaged marina elements with more resilient materials, replace the pump-out station and associated features, dredge the marina and harbor entrance, and stabilize the shoreline to bring it up to current resiliency standards. The project site is located on Lemon Creek at 91 Trenton Court & 590 Sequine Ave., Staten Island, NY, 10309.

If your not-for-profit organization is required to register with the New York State Attorney General’s Charities Bureau and is
• a 501(c)(3) organization that provides support for a 501(c)(4) organization engaging in lobbying OR
• a 501(c)(4) organization that spends on advocacy related media,
you may be required by law to file financial reports with the New York State Department of State.
The Department’s program applies to:
501(c)(3) organizations that:
• Share staff, staff time, personnel, or other resources
• totaling more than $10,000 in a six-month period
• with a 501(c)(4) organization that files a source of funding report with the Commission on Ethics and Lobbying in Government
501(c)(4) organizations that:

Department of State
Pursuant to the Federal requirements of the Coastal Zone Management Act (CZMA) at 16 USC § 1455(e) and 15 CFR Part 923 Subpart H, the New York State Department of State (NYSDOS) has submitted to the Office for Coastal Management (OCM) of the National Oceanic and Atmospheric Administration (NOAA) proposed changes to the federally-approved New York State Coastal Management Program (NYSCMP). NYSDOS is requesting concurrence of OCM as a program change for a Geographic Location Description (GLD) to establish NYSDOS’ federal consistency review authority for renewable energy activities in federal waters of the Outer Continental Shelf (OCS) under the CZMA.
If approved by NOAA, the following authorizations for research, siting, construction, operations and maintenance, and decommissioning of offshore renewable energy generation infrastructure, and transmission infrastructure, within New York’s Renewable Energy GLD would be subject to review by NYSDOS:
- Department of Defense, Army Corps of Engineers:
o Construction of dams, dikes or ditches across navigable waters, or obstruction or alteration of navigable waters required under Sections 9 and 10 of the Rivers and Harbors Act of 1899 (33 U.S.C. 401, 403).
o Occupation of seawall, bulkhead, jetty, dike, levee, wharf, pier, or other work built by the U.S. pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33 U.S.C. 408).
- Department of Energy, Federal Energy Regulatory Commission:
o Permits and licenses required for marine hydrokinetic projects pursuant to the Federal Power Act. (16 U.S.C. §§ 792 to 823; implementing regulations at 18 C.F.R. Parts 4 and 5).
o Permits and licenses for interstate electric transmission facilities under Section 216 of the Federal Power Act (16 U.S.C. § 824p).
- Department of Interior, Bureau of Ocean Energy Management:
o Permits required for pipelines crossing federal lands, including OCS lands, and associated activities pursuant to the OCS Lands Act (43 U.S.C. 1334) and 43 U.S.C. 931 (c) and 30 U.S.C. 185.
o Issuance or approval of leases, permits, easements, rights-of-way, research activities, and other authorizations pursuant to the OCS Lands Act (43 U.S.C. §§ 1331 et seq.; 43 U.S.C. § 1337(8)(p)(3); implementing regulations at 30 C.F.R. Part 585), including in response to unsolicited requests, for the planning, construction, operation, maintenance and/or support activities related to OCS renewable energy development.
The incorporation of the Renewable Energy GLD within the NYSCMP will allow the NYSDOS to review federal licenses or permits for the listed activities for consistency with the State’s enforceable policies as provided by 16 USC § 1456 and 15 CFR Part 930 Subpart D – Consistency for Activities Requiring a Federal License or Permit and Subpart E – Consistency for Outer Continental Shelf (OCS) Exploration, Development and Production Activities.
Please submit any comments on the incorporation of the program change into the NYSCMP to NOAA through NOAA’s Program Change website within 21 calendar days of the date of this notice. No comments shall be accepted or considered for program changes once NOAA issues its decision.
