PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering a proposal filed by Orange and Rockland Utilities, Inc. to make various changes in the rates, charges, rules and regulations contained in its Schedule for Electric Service—P.S.C. No. 2—Electricity.
Statutory authority:
Public Service Law, section 66(12)
Subject:
Major electric rate filing.
Purpose:
To consider a proposal to increase annual electric revenues.
Public hearing(s) will be held at:
10:00 a.m., January 24, 2012 and continuing daily as needed* at Department of Public Service, Three Empire State Plaza, 3rd Fl. Hearing Rm., Albany, NY.
*On occasion, there are requests to reschedule or postpone evidentiary hearing dates. If such a request is granted, notification of any subsequent scheduling changes will be available at the DPS website (www.dps.state.ny.us) under Case 11-E-0408.
Interpreter Service:
Interpreter services will be made available to hearing impaired persons, at no charge, upon written request submitted within reasonable time prior to the scheduled public hearing. The written request must be addressed to the agency representative designated in the paragraph below.
Accessibility:
All public hearings have been scheduled at places reasonably accessible to persons with a mobility impairment.
Substance of proposed rule:
The Commission is considering a proposal filed by Orange and Rockland Utilities, Inc. (O&R or the Company) which would increase its annual electric revenues by about $17.7 million for the rate year ending June 30, 2013. This equates to a 7.3% increase in delivery revenues or about a 2.1% increase on the total customer bill. O&R also proposed a three-year rate plan ending June 30, 2015. The Company’s proposed three year rate plan would increase revenues by $20.5 million, $12.3 million and $19.5 million, respectively. If levelized, the proposed three-year plan results in annual increases of $17.6 million or about 2.8% annually on a total bill basis. The statutory suspension period for the proposed filing runs through June 25, 2012. The Commission may adopt, in whole or in part, modify or reject terms set forth in O&R’s proposal, a three-year rate plan, or other negotiated proposals.
