Notice of Abandoned Property Received by the State Comptroller
Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. NOTICE OF PUBLIC HEARING
Susquehanna River Basin Commission
SUMMARY: The Susquehanna River Basin Commission will hold a public hearing on May 8, 2014, in Harrisburg, Pennsylvania. At this public hearing, the Commission will hear testimony on the projects listed in the Supplementary Information section of this notice. Such projects are intended to be scheduled for Commission action at its next business meeting, tentatively scheduled for June 5, 2014, which will be noticed separately. The Commission will also hear testimony on: (1) amending its Regulatory Program Fee Schedule; (2) amending its Records Processing Fee Schedule; and (3) amending the Comprehensive Plan for the Water Resources of the Susquehanna River Basin. The public should take note that this public hearing will be the only opportunity to offer oral comment to the Commission for the listed projects and other items. The deadline for the submission of written comments is May 19, 2014.
DATES: The public hearing will convene on May 8, 2014, at 2:30 p.m. The public hearing will end at 5:00 p.m. or at the conclusion of public testimony, whichever is sooner. The deadline for the submission of written comments is May 19, 2014.

SUPPLEMENTARY INFORMATION: The public hearing will cover: (1) amendment to its Regulatory Program Fee Schedule; (2) amendment to its Records Processing Fee Schedule; and (3) amendment to the Comprehensive Plan for the Water Resources of the Susquehanna River Basin. NOTICE OF PUBLIC HEARING

Pursuant to section III, paragraph A of Executive Order No. 131 (EO131), dated 12/4/1989, the New York State Department of Transportation (NYSDOT) hereby gives notice of a public hearing and comment period in CASE 39151, respecting the proposed NYSDOT 2014 Administrative Adjudication Plan.
The public hearing will be held in the above-entitled matter before the Honorable Robert A. Rybak, Chief Administrative Law Judge, NYSDOT, at 50 Wolf Road, Albany, NY 12232 on Tuesday, May 27, 2014, beginning at 9:00 AM. Written comments on the 2014 AAP will be accepted through the close of business on May 27, 2014.

The 2014 AAP has been prepared in accordance with the provisions of EO131, which continues to be in effect. In accordance with the requirements of EO131, NYSDOT adopted its first AAP in 1990 and a revised AAP in 1997. No significant changes are being proposed in the 2014 AAP. However, there have been some organizational changes within the Department which require the 1997 AAP to be revised.
The 2014 AAP continues to ensure that the Department’s adjudicatory proceedings meet due process standards and resolves matters in a timely and efficient manner that is fair and appears fair to the public. In addition, it assures that the individuals who preside at such proceedings are knowledgeable, competent, impartial, objective and free from inappropriate influence.
Parties who wish to receive a copy of the final 2014 Administrative Adjudication Plan that is adopted in this case should send a written request to the Office of Proceedings, NYSDOT, 50 Wolf Road, Albany, New York 12232.

Department of State F-2013-0928 Date of Issuance – April 23, 2014
The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue, in Albany, New York.
In F-2013-0928, Global Companies LLC, with offices at 800 South Street, Waltham, MA 02454-9161, has applied to the U.S. Army Corps of Engineers NY District for authorization to undertake the Global New Windsor project, located off of River Rd, Town of New Windsor, Orange County. Global Companies proposes to redevelop an abandoned former shipyard and construct a transmodal rail facility with eight rail spurs to interconnect 3 existing Major Oil Storage Facilities. In addition, two vapor combustion units, one of which would require an approximate 500 sq ft over water dock extension, would be installed to allow for loading of oil cargoes on to barges. Upland oil warming facilities would also be installed to facilitate transfer of oil cargoes in cold weather.
Any interested parties and/or agencies desiring to express their views concerning any of the above proposed activities may do so by filing their comments, in writing, no later than 4:30 p.m., 15 days from the date of this public notice or May 08, 2014.

Department of State Notice of Review for the Town of Huron Draft Local Waterfront Revitalization Program
In accordance with the New York State Waterfront Revitalization of Coastal Areas and Inland Waterways Act and the New York State Coastal Management Program, the Town of Huron, located within Wayne County, prepared a draft Local Waterfront Revitalization Program (LWRP). The LWRP is a comprehensive management program for the Town’s waterfront resources along Lake Ontario.
To approve the Town of Huron draft LWRP, pursuant to Article 42 of the NYS Executive Law, it is required that potentially affected State, federal, and local agencies be consulted to assure that the program does not conflict with existing policies and programs. For this purpose, this draft LWRP is available online at http://www.dos.ny.gov/opd/programs/WFRevitalization/LWRP_draft.html.
Comments on the draft LWRP are due by June 23, 2014. This is a new timeline for the review period, previously announced in a published notice and subsequently postponed. At the close of this required review period the Department of State will coordinate responses to comments received with the Town of Huron and modifications to the LWRP will be made, as needed. Following adoption of the LWRP by the Town and its subsequent approval by the New York State Secretary of State, pursuant to 15 CFR 923.84(b), the New York State Department of State (DOS) will request incorporation of the LWRP into the State’s Coastal Management Program by the federal Office of Ocean and Coastal Resource Management (OCRM) as a Routine Program Change.
