NOTICE OF PUBLIC HEARING
Susquehanna River Basin Commission
SUMMARY: The Susquehanna River Basin Commission will hold a public hearing on August 3, 2017, in Harrisburg, Pennsylvania. At this public hearing, the Commission will hear testimony on the projects listed in the Supplementary Information section of this notice. The Commission will also hear testimony on a request for waiver of 18 CFR § 806.6(a)(5) and (b) by Middletown Borough, as well as a proposed guidance for alternatives analysis. Such projects, request and proposal are intended to be scheduled for Commission action at its next business meeting, tentatively scheduled for September 7, 2017, which will be noticed separately. The public should take note that this public hearing will be the only opportunity to offer oral comment to the Commission for the listed projects, request and proposal. The deadline for the submission of written comments is August 14, 2017.
DATES: The public hearing will convene on August 3, 2017, at 2:30 p.m. The public hearing will end at 5:00 p.m. or at the conclusion of public testimony, whichever is sooner. The deadline for the submission of written comments is August 14, 2017.

The Village of Sands Point, NY is soliciting proposals from administrative service agencies relating to trust service, administration and/or funding of a Deferred Compensation Plan for the employees of Sands Point, NY. They must meet the requirements of section 457 of the Internal Revenue Code and Section 5 of the State Finance Law, including all rules and regulations issued pursuant thereto.

In F-2017-0323, Shiloh, LLC (Brian Yaiser), is proposing to construct two new open pile docks within the Town of Hammond, Saint Lawrence County. The new open pile dock on the East side would be 8' wide x 50' long with 4' vertical 2x6 treated staving on outside. The new open pile dock on the North side would be 8' wide x 50' long with 4' vertical 2x6 treated staving on the outside. The docks would be constructed using a crane to drive or an excavator to drill off of a barge. The north side dock is only accessible early in the year. The stated purpose of the proposed activity is to provide dockage to access the property as it is inaccessible by land.

Dock assembly includes a 4'x14' ramp up, 4'x50' low profile fixed pier catwalk constructed 26" inches above grade in buffer area, 4'x14' ramp up immediately landward of tidal wetlands line, and 4'x40' fixed pier catwalk constructed 4'-6" above grade of vegetated tidal wetlands. The stated purpose of the proposed activity is to provide riparian access for boating and related recreation.

Department of Taxation and Finance Tax Law Section 1111 Annual Adjustment Calculation on the Base Retail Price on Cigarettes
Pursuant to the provisions of section 1111(j)(2) of the Tax Law, the Commissioner of Taxation and Finance is required to give public notice of the base retail price adjustment calculation and the resulting base retail price of cigarettes for purposes of establishing the prepaid sales tax on cigarettes imposed by section 1103 of the Tax Law. Section 1111(j) of the Tax Law provides that the base retail price of cigarettes shall be adjusted each year by a factor based upon the manufacturers’ list price for a carton of standard brand cigarettes. The base retail price adjustment factor for the period September 1, 2017, through August 31, 2018, is 1.017. The base retail price adjustment calculation results in a base retail price of cigarettes effective September 1, 2017, as follows:
Package of twenty (20) cigarettes:$10.403 x 1.017 = $10.580
For each additional five (5) cigarettes:$ 2.598 x 1.017 = $ 2.642
The base retail price is adjusted annually, to take effect the first day of September.
