Proposed Rate Filing to Increase Annual Revenues
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering a proposal filed by Terrel Hills Water Company, Inc. to increase its annual revenues by $51,003 or 103.39%.
Statutory authority:
Public Service Law, sections 4(1), 5(1)(f), 89-c(1), (3), (10)(a), (b) and (f)
Subject:
Proposed rate filing to increase annual revenues.
Purpose:
To ensure safe and adequate service at just and reasonable rates charged to customers without undue preferences.
Substance of proposed rule:
The Commission is considering a proposal filed by Terrel Hills Water Company, Inc. (Terrel Hills or the Company), on October 24, 2018, to amend its tariff entitled P.S.C. No. 1 – Water, to increase its annual revenues by approximately $51,003 or 103.39%.
Terrel Hills provides metered water service to 227 customers in the Town of Northumberland, Saratoga County. The Company states that this increase is necessary to cover increased operating and maintenance costs since rates were last set in 1988. The Company is also proposing to increase its restoration of service charges to be consistent with charges in the standard small water company tariff. In addition, the Company proposes to establish and maintain a replenishable, interest bearing escrow account with a maximum glance of $45,400, not including account interest, for the purpose of making emergency and extraordinary repairs and/or plant improvements. The proposed amendments have an effective date of March 1, 2019.
