PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering a proposal filed by Central Hudson Gas & Electric Corporation (CHG&E) to make various changes in the rates, charges, rules and regulations contained in its Schedule P.S.C. No. 15—Electricity.
Statutory authority:
Public Service Law, sections 5, 65 and 66
Subject:
Major electric rate filing.
Purpose:
To consider an increase in CHG&E's electric delivery revenues by approximately $43 million (or 7.9% in total revenues).
Public hearing(s) will be held at:
10:00 a.m. (Evidentiary Hearing)*, January 9, 2018 and continuing daily as needed, at Department of Public Service, Agency Bldg. 3, 19th Fl. Boardroom, Albany, NY. *On occasion, there are requests to reschedule or postpone evidentiary hearing dates. If such a request is granted, notification of any subsequent scheduling changes will be available at the DPS website (www.dps.ny.gov) under Case 17-E-0459.
Interpreter Service:
Interpreter services will be made available to hearing impaired persons, at no charge, upon written request submitted within reasonable time prior to the scheduled public hearing. The written request must be addressed to the agency representative designated in the paragraph below.
Accessibility:
All public hearings have been scheduled at places reasonably accessible to persons with a mobility impairment.
Substance of proposed rule:
The Commission is considering a proposal filed by Central Hudson Gas & Electric Corporation (CHG&E or the Company) to increase its electric delivery revenues for the rate year ending June 30, 2019, by approximately $43 million (13.5% in delivery revenues, or 7.9% in total revenues). CHG&E’s requested increase in delivery revenues results in an average residential monthly delivery bill increase of $8.85 (13.6% increase on the delivery bill, or a 7.9% increase on a total bill) for a customer using 560 kWh. The Company has proposed using $22 million of moderation in the form of bill credits, which would reduce the impact on customers from $43 million to $21 million. The resulting impact with the use of moderators on a typical residential electric customer would be $4.19 per month (6.5% increase on the delivery bill and a 3.7% increase on the total bill). The initial suspension period for the proposed filing runs through December 24, 2017. The Commission may adopt, reject or modify, in whole or in part, the relief proposed and may resolve related matters.
