Public Review and Comment; Public Hearing – 2013 Update of Comprehensive Plan

SUMMARY: On June 20, 2013, the Susquehanna River Basin Commission released a proposed 2013 Update of the Comprehensive Plan for the Water Resources of the Susquehanna River Basin Commission (2013 Update of the Comprehensive Plan) for public review and comment. In accordance with Section 14.1 of the Susquehanna River Basin Compact, the Commission shall develop and adopt, and may from time to time review and revise a comprehensive plan for management of the basin’s water resources. As part of the public comment process, the Commission will hold a public hearing to hear testimony on the 2013 Update of the Comprehensive Plan. Written comments may be submitted at any time during the public comment period.

DATES: The public hearing will convene on August 15, 2013, at 3:00 p.m. The public hearing will end at 5:00 p.m. or at the conclusion of public testimony, whichever is sooner. The deadline for the submission of written comments is August 26, 2013, at which time the public comment period will close.

Opportunity to Appear and Comment:

At the public hearing for the 2013 Update to the Comprehensive Plan, interested parties may appear at the hearing to offer comments to the Commission. The presiding officer reserves the right to limit oral statements in the interest of time and to otherwise control the course of the hearing. Ground rules will be posted on the Commission’s web site, www.srbc.net, prior to the hearing for review. The presiding officer reserves the right to modify or supplement such rules at the hearing. The public should take note that the August 15, 2013, public hearing will be the only opportunity to offer oral comment to the Commission on the 2013 Update of the Comprehensive Plan. The 2013 Update of the Comprehensive Plan is intended to be scheduled for Commission action at a future business meeting, tentatively scheduled for December 12, 2013, which will be noticed separately.

Pursuant to NYS General Municipal Law § 120-w, the Dutchess County Resource Recovery Agency hereby gives notice of the following:

Notice of RFP for Operation and Maintenance Dutchess County Resource Recovery Agency’s Waste-to-Energy Facility Poughkeepsie, New York and Notice of Statement of Findings on Public Comments

NOTICE IS HEREBY GIVEN that pursuant to General Municipal Law § 120-w, a Request For Proposals (RFP) for a contract (“Service Agreement”) to operate and maintain the Dutchess County Resource Recovery Agency’s (“Agency”) waste-to-energy facility (“Facility”) commencing on July 1, 2014 has been issued. The Agency has prepared a Preferred Service Agreement (“PSA”) for the operation and maintenance of the Facility by a Contractor for a term through June 30, 2027, with two six (6) year Agency options to extend. The PSA is the basis for this RFP.

Responses to this RFP will be received by the Agency at its office, located at 96 Sand Dock Road, Poughkeepsie, New York 12601, until 3:00 o’clock p.m. on August 21, 2013. All proposals must be accompanied by a $75,000 Proposal Bond.

Copies of the Request for Proposals, Proposal Response Forms A-G, the Preferred Service Agreement, relevant contracts and Facility Performance Information may be obtained from the Agency’s Executive Director, William J. On June 18, 2013 the County of Saratoga awarded a contract pursuant to Section 120-w of NYS General Municipal Law approving the sale of the Saratoga County Landfill Facility to Finch Paper LLC of Glens Falls New York. This award was made following: 1) the establishment of lead agency pursuant to the State Environmental Quality Review Act [SEQRA], 2) the revi.ew by the Saratoga County Board of Supervisors of the Environmental Assessment Form which did not identify any issues requiring further review, 3) a determination by the Board of Supervisors that the transfer of ownership will not result in any material change in permit conditions or the scope of permitted activities and is therefore a Type II action pursuant to 6 NYCRR 617.5{c)(26), and 4) the approval by the Board of Supervisors of particularized findings with respect to the proposals received in response to the final request for proposals. The resolutions of the Board of Supervisors with respect to the SEQRA, particularized findings, and the sale of the landfill facility are posted on the County website at www.saratogacountyny.gov.
