PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering whether to grant, modify or deny a tariff filing by The Brooklyn Union Gas Company d/b/a National Grid to make various revisions to the rates, charges, rules and regulations contained in Schedule for P.S.C. No. 12 — Gas.
Statutory authority:
Public Service Law, sections 65 and 66(12)
Subject:
Refunds of gas suppliers, pipeline transporters and storage providers.
Purpose:
Tariff filing proposing revisions to the method of gas supplier, pipeline transporter and storage provider refunds to customers.
Substance of proposed rule:
The Public Service Commission is considering whether to approve, modify or reject, in whole or in part, a tariff filing by The Brooklyn Union Gas Company d/b/a/ National Grid (the Company) to streamline and clarify the method the Company uses to credit customers with refunds the Company receives from gas suppliers, pipeline transporters and storage providers. Specifically, the Company is proposing to credit gas supply refunds to firm sales customers and to allocate refunds from pipeline transporters and storage providers to firm sales customers, firm transportation customers, and where applicable, to Energy Service Companies and Direct Customers. The amendments have an effective date of October 1, 2013. The Commission may apply its decision here to other utilities.
