New York City Deferred Compensation Plan
The New York City Deferred Compensation Plan (the “Plan”) is seeking qualified vendors to provide master wrap administrative services for the Stable Income Fund investment option of the Plan. New York State and Local Retirement System
Pursuant to Retirement and Social Security Law, the New York State and Local Employees’ Retirement System hereby gives public notice of the following:
The persons whose names and last known addresses are set forth below appear from records of the above named Retirement System to be entitled to accumulated contributions held by said retirement system whose membership terminated pursuant to Section 613 of the Retirement and Social Security Law on or before November 30, 2017. This notice is published pursuant to Section 109 of the Retirement and Social Security Law of the State of New York. A list of the names contained in this notice is on file and open to public inspection at the office of the New York State and Local Retirement System located at the 110 State St., in the City of Albany, New York. At the expiration of six months from the date of the publication of this notice. The accumulated contributions of the persons so listed shall be deemed abandoned and shall be placed in the pension accumulation fund to be used for the purpose of said fund. Any accumulated contributions so deemed abandoned and transferred to the pension accumulation fund may be claimed by the persons who made such accumulated contributions or, in the event of his death, by his estate or such person as he shall have nominated to receive such accumulated contributions, by filing a claim with the State Comptroller in such form and in such a manner as may be prescribed by him, seeking the return of such abandoned contributions. In the event such claim is properly made the State Comptroller shall pay over to the person or persons or estate making the claim such amount of such accumulated contributions without interest.

Rockland County Deferred Compensation Plan Committee
Pursuant to Section 457 of the Internal Revenue Code, the Rockland County Deferred Compensation Plan Committee (the “Plan” and the “Committee” respectively) is requesting proposals (RFP-RC-2018-002) from firms authorized to do business in New York State to provide Deferred Compensation Services, including serving as the Plan’s administrative service agency, marketing/enrollment services, investment management, custodial trustee and related services.

In F-2017-0963, Eric Novicki, is proposing to place rip rap along the shoreline of (North) Sandy Pond to protect his property, at 102 Cove Road in the Town of Sandy Creek, Oswego County, against wave erosion. The proposal is to place filter fabric along the existing eroded shoreline, then place stone to bring the slope up to a 2:1 ratio. A layer of rip rap will be placed on top. The area will then be backfilled with clean fill to increase the elevation approximately 2 feet. This will be done in two sections, the first will be ~80 linear feet and place up to 20 cubic yards of stone fill below Ordinary High Water (OHW). The second section will be ~125 linear feet and use up to 20 cubic yards of stone fill below OHW. Project totals ~205 linear feet and up to 40 cubic yards of stone fill below OHW.

A federal agency has determined that the proposed activity complies with and will be conducted in a manner consistent to the maximum extent practicable with the approved New York State Coastal Management Program. The agency's consistency determination and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue, in Albany, New York.
In F-2017-1017 (DA), The U.S. Fish and Wildlife Service is proposing to perform wetland restoration and habitat improvement within Otter Creek, Town of Alexandria, Jefferson County, with the aim to improve habitat connectivity for fish and other wildlife species, and to promote native vegetation diversity. This will be accomplished through the excavation of potholes and connecting channels, and the creation of habitat mounds. Approximately 4,000 cubic yards (cy) of material will be excavated for the potholes and connecting channels and approximately 3,900 cy will be placed for the habitat mounds over a 0.5 acre area. Approximately 1,200 cy of excavated material will be disposed of at an approved upland location.

Approximately 31,100 cubic yards (cy) of material will be excavated for the potholes and connecting channels and approximately 29,800 cy will be placed for the habitat mounds over a 6 acre area.

A federal agency has determined that the proposed activity complies with and will be conducted in a manner consistent to the maximum extent practicable with the approved New York State Coastal Management Program. The agency's consistency determination and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue, in Albany, New York.
In F-2017-1055 (DA), The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Coast Survey, is proposing to perform training of crews and testing of hydrographic equipment within the New York State Coastal Zone in Long Island Sound and Fishers Island Sound during the period of 2018 through 2022. The DOS is conducting its review pursuant to 15 CFR Part 930, Subparts C and I.
The stated purpose and background for the proposal, as written in the submitted consistency determination, is as follows:
NOAA’s Office of Coast Survey performs hydrographic surveys in U.S. ocean and coastal waters to provide reliable nautical charts and other products necessary for safe navigation. The navigational charts prepared with this survey data help prevent mariners from running ships aground or hitting dangerous obstructions, and are used by all ships moving people and products in and out of U.S. ports.
To ensure that our hydrographic fleet can continue this critical service to the country, NOAA must ensure that its vessels are equipped with the appropriate survey gear, that the gear is operating correctly, and that ship and boat crews are trained to perform their duties safely and efficiently.
The four components of NOAA’s training and testing activities for hydrographic vessels include:
1. Vessel Operation
2. Echo Sounder Operation
3. Sound Speed Data Collection
4. Operation of Drop/Towed Cameras and Video Systems
