Organizations whose staff was involved in the development of this Request for Proposal are not eligible to directly apply or be included as a sub-contractor for another applicant.
*Note: the lead applicant cannot be a for-profit organization; however, for-profit organizations may serve as subcontractors to the lead applicant.
To fund one grantee up to $150,000 for two-year period ($75,000 per year) to develop and disseminate a stakeholder-informed instructional curriculum with video-based scenarios (Scenario-Based Training or SBT) to help people with intellectual, developmental and other disabilities learn transportation skills including trip planning and wayfinding, and develop advocacy/self-advocacy skills related to Americans with Disabilities Act (ADA) transportation rights.
OVERVIEW
Access to transportation has the potential to expand participation in community-based opportunities and services, such as employment, housing, health services, and recreation and leisure. Individuals with intellectual, developmental (ID/DD), and other disabilities have been shown to face more barriers to transportation compared to individuals without disabilities including: limited transportation options (e.g., public transportation, paratransit, accessible bi/cycling), attitudinal barriers from service providers and the broader community, and a lack of accessible information on transportation services.
APPROACH
DDPC grant funds will be used to develop (3) video-based modules and supplemental materials. Modules will include scenario-based information and resources designed to help people with intellectual, developmental disabilities (ID/DD) and other disabilities learn and develop effective transportation skills related to trip planning, wayfinding, and advocacy/self-advocacy specifically as it relates to the ADA and transportation. Modules will include accounts from people with ID/DD and other disabilities who engaged in self-advocacy, peer-advocacy or systems-level advocacy to proactively address instances of discrimination or potential discrimination.
Module Topics will include:
1. Transportation Rights and the ADA.
2. Transportation Advocacy.
3. Trip Planning and Wayfinding.
EXPECTED OUTCOMES AND SCOPE OF WORK:
The successful Grantee will:
• Establish a Project Advisory Board that includes people with ID/DD and other disabilities, DDPC Council members, and other relevant stakeholders that will support the development of the grant and represent the racial and ethnic diversity of New York State.
• Complete a review of literature and implement qualitative research to identify the most common scenarios of transportation-related discrimination and/or potential discrimination to inform the creation of instructional, peer-led, advocacy driven videos within the SBT curriculum and training.
• Complete outreach to gather feedback (e.g. through focus groups, and other means) to determine optimal SBT curriculum format(s) and prioritize and update content.
• All developed content and materials should be tailored to the needs of diverse populations throughout New York State, as well as be sensitive to the specific needs of urban and rural communities throughout the state.
• Develop module content that uses multiple forms of media and a variety of engaging activities to accommodate different learning styles, including but not limited to: videos, illustrations, and relevant interactive activities.
• Create supplemental materials and resources designed to be equally effective for self-paced, individual learning and group presentation.
• Pilot curriculum, modules, and supplemental materials online and in-person within at least one (1) Upstate and one (1) Downstate region (2 regions total, based on OPWDD DDROs) of New York State in year one; with the intent to expand statewide (across all 5 regions) in year 2.
• Create and implement an evaluation tool to assess skill acquisition.
• Establish and facilitate ongoing collaboration and partnerships with key stakeholders in the development, piloting, evaluation, and distribution of developed SBT curriculum, training, supplemental materials, and resources. Key stakeholders include, but are not limited to:
o State and local advocacy organizations,
o The ADA National Network,
o Disability Service Providers, such as the ARCs or ILCs,
o Travel trainers/travel-training organizations, and other relevant service providers.

All interested applicants are required to submit a one page letter of intent by January 26, 2018 to [email protected]. Letters of intent are required for applications to be accepted for this RFP.
It is the applicant’s responsibility to check the DDPC website periodically for any amendments to the RFP. All changes will be posted by January 22, 2018 at http://ddpc.ny.gov/council_funding_announcements_responsive. No other notifications will be given.
All final grant applications should be sent to the address listed below and to the attention of Sheila Carey, Executive Director, and must be received by the DDPC office by 3:00 pm on February 16, 2018. No applications will be accepted after this deadline.
