Notice of Abandoned Property Received by the State Comptroller
Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. Department of State F-2012-0485 Date of Issuance – October 10, 2012
The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
In F-2012-0485, the applicant (Gordon Betts, Park Manager of Selkirk Shores State Park) has certified that the proposed activity complies with and will be conducted in a manner consistent to the maximum extent practicable with the New York State Coastal Management Program. The applicant's federal consistency certification and accompanying public information and data is available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue in Albany, New York.
The project site is located within the Selkirk Shores State Park and is managed by the New York State Office of Parks, Recreation, and Historic Preservation (OPRHP). According to the information provided to the Department of State, the proposal involves excavation of the creek bed and removal of an accumulated gravel bar at the mouth of Grindstone Creek where it joins Lake Ontario in an effort to permanently relocate the creek mouth to approximately 100 feet south of its present location. The creek mouth would be aligned with existing shoreline rip rap in order to fix the position of the channel. The stated purpose is to channelize the creek mouth and stabilize surrounding areas. Surrounding areas encompass the State Park lands, including freshwater wetlands of Lake Ontario. The New York State Office of General Services does not claim ownership of or jurisdiction over the underwater lands at the project site (bed of Grindstone Creek) as indicated in communication to the applicant dated 4/19/12. No alternative actions have been proposed by the applicant at this time.
Any interested parties and/or agencies desiring to express their views concerning the above proposed activities may do so by filing their comments, in writing, no later than 4:30 p.m., 15 days from the date of publication of this notice, or, close of business on October 25, 2012.

In F-2012-0674, The New York Power Authority, is proposing the Frog Island Wetland Restoration Habitat Improvement Project, located in the Niagara River southeasterly of Motor Island, Town of Grand Island, Erie County. The project sponsor proposes to recreate a historic mid-river shoal/marsh/island ecosystem in the Niagara River by creating marsh, exposed areas and submerged coarse substrates for fish and wildlife. A low profile stone berm would be created around the perimeter of a series of interior shallow marsh and pool areas, vegetated islands and deeper channels.

The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue, in Albany, New York.
In F-2012-0795, Thames River Shipyard & Repair Company, Inc., located at 50 Farnsworth Street, New London, New London County, CT, has applied to the U.S. Army Corps of Engineers, New England District, under the Connecticut Programmatic General Permit (CT PGP) to perform maintenance dredging of the existing facility, with subsequent confined disposal of approximately 24,000 cubic yards (cy) of dredged material at the New London Disposal Site (NLDS) within Long Island Sound. A minimum of 40,000cy of capping material has been required as a condition of the permit issued by the Connecticut Department of Energy and Environmental Protection. The NLDS is an open-water disposal site located within Long Island Sound, approximately 3.1 nautical miles south of Eastern Point, Groton, CT and approximately 2.1 nautical miles northeast of Fishers Island, Town of Southold, Suffolk County, NY.
