Sewer Overflow and Stormwater Reuse Municipal Grants Program
The New York State Environmental Facilities Corporation (EFC) is pleased to announce the availability of approximately $4.3 million in grant funding through the Sewer Overflow and Stormwater Reuse Municipal Grants (OSG) Program. This program is intended to support construction of projects developed under the engineering planning grant program (EPG) to address infrastructure needs for combined sewer overflows (CSO), sanitary sewer overflows (SSO), and stormwater management.
New project listing forms and project updates will be accepted through Monday, August 8, 2022 for municipalities interested in competing for OSG funding.
Eligible entities seeking OSG grants must provide an updated schedule and budget to: [email protected]
These items must be submitted to EFC no later than Monday, August 8, 2022 to have the project eligible to compete for funding. If these items are not received prior to Monday, August 8, 2022, the project may not be eligible for funding in FFY 2023.
Eligible Projects
Municipal water pollution control projects eligible for OSG grants include combined sewer overflow abatement; stormwater pollution abatement; and other municipally owned projects or portions of projects that maintain, protect, or improve water quality through the control of stormwater.
To be eligible for OSG grants, municipalities must meet the following requirements:
• Population up to 10,000
• Median Household Income less than 80% of the adjusted statewide MHI
• Previous recipient of EFC Engineering Planning Grant for an Inflow and Infiltration (I/I) or Combined Sewer Overflow (CSO project)
• Projects must serve an Environmental Justice Community as defined by the NYS Department of Environmental Conservation at: https://www.dec.ny.gov/public/911.html
Data for this evaluation will be based on the 2019 American Community Survey’s 5-year estimates published by the U.S. Census Bureau.
Award recipients will be eligible to receive up to 80% grant and a maximum grant amount will be based on demand. Projects must incorporate the use of green project reserve (GPR) as defined by EPA including:
• address stormwater and wet weather issues through the use of green infrastructure;
• promote energy efficiency;
• promote water efficiency; or
• use innovative approached to managing water resources.
Please note funds for the OSG program are subject to federal funding requirements.
Background
EFC administers the Clean Water State Revolving Fund (CWSRF). Additional information regarding OSG grants will be available on EFC’s website at www.efc.ny.gov. Potential applicants are also encouraged to review EPA’s OSG website at https://www.epa.gov/cwsrf/sewer-overflow-and-stormwater-reuse-municipal-grants-program.
Deadline for submittals: In order to be eligible for OSG funding prior to September 30, 2023 the required information must be submitted by 5:00 p.m., Monday, August 8, 2022.
