The County of Madison is soliciting proposals from Administrative Service Agencies, Trustees, and Financial Organizations for services in connection with a Deferred Compensation Plan that will meet the requirements of Section 457 of the Internal Revenue Code and Section 5 of the State Finance Law, including all rules and regulations issued pursuant thereto.

New York Homes and Community Renewal
DRAFT 2019 ANNUAL ACTION PLAN PUBLIC COMMENT PERIOD ANNOUNCEMENT
To participate in certain federal community development and housing programs, the State of New York an annual Action Plan and provide opportunities for citizens to participate in its development. As part of this process, New York State invites interested persons to review and comment on the Annual Action Plan for 2019 during an upcoming public comment period.
The Annual Action Plan focuses principally on five federal programs: the New York State Community Development Block Grant Program (CDBG); the HOME Investment Partnerships Program (HOME); Housing Trust Fund (HTF); the Housing Opportunities for Persons with AIDS Program (HOPWA); and the Emergency Shelter Grants Program (ESGP).
The Annual Action Plan will describe the State’s planned use of federal Fiscal Year 2019 CDBG, HOME, HOPWA and ESGP funds it administers to address the needs identified by its five- year Consolidated Plan and further the Consolidated Plan’s objectives, and will also describe the State’s methods for distributing these funds.
The 30-day public comment period will begin on Wednesday, September 5, 2018 and extend through close of business Thursday, October 4, 2018. Beginning on September 5, 2018, New York State’s draft Annual Action Plan for 2019 may be viewed on and downloaded from the New York State Housing and Community Renewal (HCR) website at www.nyshcr.org. In addition, copies can be requested by email ([email protected]) or by calling 1-866-ASK-DHCR (275-3427).

Department of State Notice of Review for the Village of Port Chester Draft Local Waterfront Revitalization Program Amendment
A proposed amendment to the Village of Port Chester Local Waterfront Revitalization Program (LWRP) has been prepared pursuant to provisions of the New York State Waterfront Revitalization of Coastal Areas and Inland Waterways Act and the New York State Coastal Management Program (NYS CMP). The LWRP serves as a comprehensive management program for the Village’s Long Island Sound and Byram River waterfront resources, and was originally approved by the New York State Secretary of State on August 18, 1992 and incorporated into the State Coastal Management Program on September 30, 1992. The Village subsequently adopted their first comprehensive plan in 2012, followed by new zoning controls in 2013, which strengthen the ability of the Village to implement the policies and uses set forth in the LWRP. The LWRP is being updated and amended to reflect population growth, development pressure, cultural diversification, the comprehensive plan, and the updated zoning regulations. Upon approval by the Secretary of State, the Department of State intends to request its incorporation into the NYS CMP.
To approve this amendment to the Village of Port Chester LWRP, pursuant to Article 42 of the NYS Executive Law, it is required that potentially affected State, federal, and local agencies be consulted to assure that it does not conflict with existing policies and programs. For this purpose, the draft Village of Port Chester LWRP amendment is available online at: https://www.dos.ny.gov/opd/programs/WFRevitalization/LWRP_draft.html
The draft LWRP amendment was accepted by the New York State Department of State as complete and is now available for review by potentially affected State, federal, and local agencies and the general public. Comments on the draft LWRP amendment are due by October 29, 2018.
