Con Edison's 2018 DSIP and BCA Handbook Update
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering Consolidated Edison Company of New York, Inc.'s (Con Edison) 2018 Distributed System Implementation Plan (DSIP) and Updated Benefit Cost Analysis (BCA) Handbook filed July 31, 2018.

Subject:
Con Edison's 2018 DSIP and BCA Handbook Update.
Purpose:
To continue Con Edison's transition to a modern utility serving as a Distributed System Platform Provider.
Substance of proposed rule:
The Commission is considering the second Distributed System Implementation Plan (or DSIP) and the Benefit Cost Analysis (or BCA) Handbook, filed by Consolidated Edison Company of New York, Inc. (Con Edison). Con Edison filed its second DSIP and Updated BCA Handbook on July 31, 2018. Individual utility DSIPs are filed biannually in compliance with the Commission’s Order Adopting Distributed System Implementation Plan Guidance issued and effective April 20, 2016. Individual utility BCA Handbooks are filed contemporaneously with each utility’s DSIP, per the Commission’s January 21, 2016 Order Establishing the Benefit Cost Analysis Framework in Case 14-M-0101. Con Edison’s Distributed System Implementation Plan outlines the steps the utility has taken, and set of functions it has developed, to become a modern utility acting as a Distributed System Platform (or DSP) provider. As a modern utility providing DSP services, Con Edison must enable third-party providers of distributed energy resources (or DER) to deliver value to ratepayers and the distribution system. Con Edison’s DSIP contains a set of tools that enable third-party providers to identify opportunities for DER development including information regarding: integrated planning, advanced forecasting, grid operations, energy storage integration, electric vehicle integration, energy efficiency integration and innovation, distribution system data, cyber security, DER interconnections, advanced metering infrastructure, hosting capacity, beneficial locations for DER and non-wires alternatives, and procuring non-wires alternatives. Benefit Cost Analysis Handbooks are applied to four categories of utility expenditures: investments in Distributed System Platform capabilities, DER procurement through competitive selection, DER procurement through tariffs, and energy efficiency programs. BCA Handbooks enable the comparison of the value of benefits obtained through a potential project or action against the costs incurred by effectuating that project or action, and provides a common methodology to be applied across the four investment types identified in the BCA Framework Order.
