Changes to PSL Section 66-p Relating to Billing Information for Residential Rental Premises
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering a proposal filed by Corning Natural Gas Corporation to modify its gas tariff schedule regarding changes to PSL Section 66-p relating to billing information for residential rental premises.
Statutory authority:
Public Service Law, sections 65, 66 and 66-p
Subject:
Changes to PSL Section 66-p relating to billing information for residential rental premises.
Purpose:
To establish provisions as necessary to effectuate PSL Section 66-p.
Substance of proposed rule:
The Commission is considering a proposal filed by Corning Natural Gas Corporation (Corning or the Company) on May 12, 2020, to amend its gas tariff schedule, P.S.C. No. 7, to establish provisions relating to billing information for residential rental properties in accordance with the recently enacted Public Service Law Section 66-p, which became effective on April 18, 2020.
Corning proposes to include language in its gas tariff specifying that the Company shall provide the prospective tenant and landlord or other authorized person of prospective residential premises the total gas charges incurred for the life at such premises, or the preceding two-year period, whichever is shorter, within ten days of receipt of the written request, at no cost to the requestor. The proposed amendments have an effective date of September 1, 2020.
