PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering whether to approve, reject, or amend, in whole or in part, the 2013 Corporate Coastal Electric Emergency Response Plan filed 4/1/13 by Consolidated Edison Company of New York, Inc. for review and approval.

Purpose:
To consider Emergency Response Plan filed 4/1/13 by Consolidated Edison Company of New York, Inc.
Substance of proposed rule:
The Commission is considering whether to approve, reject, or amend, in whole or in part, the 2013 Corporate Coastal Electric Emergency Response Plan filed April 1, 2013 by Consolidated Edison Company of New York, Inc. for review and approval. The Plan is titled, Corporate Coastal Storm Plan. In accordance with Public Service Law (PSL) § 66(21), the Commission is required to review and approve electric emergency response plans, which are required to be submitted annually by electric utilities. At the conclusion of the comment period, the Commission will possibly modify and approve each utility’s emergency response plan, and order the utility to conform with that plan during emergencies.
