Implementation of E-DPAs
PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering a proposal filed by Orange and Rockland Utilities, Inc. (O&R) to implement a voluntary electronic deferred payment agreement (e-DPA) program.
Statutory authority:
Public Service Law, sections 37 and 66(12)
Subject:
Implementation of e-DPAs.
Purpose:
To consider a proposal to implement e-DPAs.
Substance of proposed rule:
The Commission is considering a proposal filed by Orange and Rockland Utilities, Inc. (O&R) on June 14, 2019, to implement a voluntary electronic deferred payment agreement (e-DPA) program.
On March 14, 2019, the Commission issued the Order Adopting Terms of Joint Proposal and Establishing Electric and Gas Rate Plans in this case, which, among other things, approved O&R’s proposal to establish an e-DPA program. Under the proposal, customers who enter into a DPA with the Company – either online, on the telephone, or in person, will have the opportunity to review and sign their DPA electronically. The e-DPA program will provide customers an additional option to the current method of sending written DPAs through standard mail.
