FY 2017 Unified Hazard Mitigation Program
Deadline Extended to Submit Letters of Intent for Planning Grants
The New York State Division of Homeland Security and Emergency Services (DHSES) is pleased to announce that the period to submit Letters of Intent (LOIs) for HAZARD MITIGATION PLANNING GRANTS to create or update a Multi-Jurisdictional Hazard Mitigation Plan under the Pre-Disaster Mitigation (PDM) Program has been extended to October 11, 2017.
PLEASE NOTE: Hazard mitigation plans are the foundation for all hazard mitigation initiatives and a prerequisite to receive FEMA grants to implement hazard mitigation projects. DHSES encourages every county to have a FEMA-approved hazard mitigation plan, and will accept Planning Grants only during this extended deadline.
Funding is available for qualified subapplicants in all 50 States, the District of Columbia, all Federally-recognized Tribal governments, and 5 U.S. Territories. Funding is available only to local and state government authorities and agencies and Federally-recognized Tribal governments. Individuals, businesses, private colleges and universities, and private non-profits are not eligible PDM sub-applicants.
Planning Grant Applications will be processed under the PDM program for multi-county or county-wide mitigation planning initiatives that meet DHSES’s 2017 hazard mitigation planning standards. FEMA and DHSES have established funding caps for plans that protect:
• up to 100,000 residents: $112,500
• up to 500,000 residents: $225,000
• more than 500,000 residents: $300,000
The Letters of Intent (LOIs) that must be used to apply for these PDM grants can be found at www.dhses.ny.gov/recovery/.
Eligible subapplicants who file complete LOIs for eligible planning activities will be notified to continue the subapplication process. Subapplications must be filed using FEMA’s electronic grants (e-Grants) system, which involves registration and access validation through DHSES. Subapplicants will also have to provide DHSES with an original and two paper copies of supporting documentation that cannot be attached to the e-Grant application.

LOIs submitted electronically will receive an email notification; you should arrange for the delivery notification if you want confirmation that LOI materials were received.
DHSES has disseminated information about these grants on its website and in email notifications to County Emergency Managers, Mitigation Coordinators and Planners, regional/metropolitan planning organizations, soil and water conservation districts, and other mitigation stakeholders and partners.
