Homes and Community Renewal Emergency Shelter/Solutions Grants Program Substantial Amendment to New York State 2012 Action Plan Public Comment Period Notice
On November 15, 2011 HUD announced the amounts of the second allocation of Fiscal Year (FY) 2011 Emergency Shelter Grants Program/Emergency Solutions Grants Program (ESGP) funds. To receive funds from the second allocation, each eligible recipient must prepare, and obtain HUD approval of, a substantial amendment to its FY 2011 Consolidated Plan Annual Action Plan. The substantial amendment must provide details for each activity to be funded using the second allocation of funds and any reprogrammed funds from the first allocation. Possible activities include Rapid Re-housing rental assistance and housing relocation and stabilization services; Homelessness Prevention rental assistance and housing and stabilization services; Emergency Shelter operations, essential services, renovation and assistance; and Street Outreach essential services. New York State expects to receive $1,851,839 in the second allocation.
In accordance with HUD guidelines, the ESGP substantial amendment to the 2012 Action Plan for the New York State Program must be published for no less than 30 calendar days for public comment. This 30-day public comment period will begin on Wednesday, March 28, 2012 and extend through close of business on Thursday, April 26, 2012. Beginning on March 28, 2012, the ESGP substantial amendment to the 2012 Action Plan may be viewed on and downloaded from the New York State Homes and Community Renewal (HCR) website at www.nyshcr.org. Department of State F-2008-0753 (Comment Period Extended) Date of Issuance - March 01, 2012
The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
Notice was previously given on February 15, 2012 in the New York State Register. The Department of State has elected to extend the comment period an additional 30 days to March 31, 2012.
The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the federally approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue, in Albany, New York.
In application F-2008-0753, United Water New York, Inc, is proposing the Haverstraw Long Term Water Supply Project (Project) in the Town of Haverstraw, Rockland County. The Project includes the development and operation of a new water intake, intake pumping station, water treatment and desalination facility, and transmission mains. The proposed facility would withdraw up to 10 million gallons of water per day (MGD) from the Hudson River within Haverstraw Bay through an approximately 900' pipeline, to be installed via micro tunneling, and an intake structure fitted with 0.5 millimeter slot width wedgewire screens with a maximum approach velocity of 0.25 feet per second. The water would then be treated and desalinated via filtration and reverse osmosis and enter United Water's transmission and distribution system. Following onsite pretreatment, the effluent (except a concentrated brine solution) generated by the Project facility would be transported via pipeline to and treated at the Haverstraw Joint Regional Sewage Treatment Plant (HJRSTP). The above referenced concentrated brine solution would then be separately combined with the treated effluent from the HJRSTP and ultimately discharged back to the Hudson River in Haverstraw Bay.
The stated purpose of the proposed action is to "develop an additional sustainable water supply that will increase the safe yield of the [United Water New York] system to meet the growing needs for water in Rockland County over the next 20 years."
Any interested parties and/or agencies desiring to express their views concerning any of the above proposed activities may do so by filing their comments, in writing, no later than 4:30 p.m., 30 days from the date of publication of this notice, or, March 31, 2012.
