LOCAL, COUNTY AND TRIBAL LAW ENFORCEMENT AGENCIES WITH AN ACTIVE ROAD PATROL COMPONENT OF THEIR LAW ENFORCEMENT OPERATIONS
Fiscal Year 2011 Explosive Detection Canine Team Grant Program
Fiscal Year 2011 Explosive Detection Canine Team Grant Program seeks applications up to $50,000 for Local, County and Tribal law enforcement agencies with an active road patrol component of their law enforcement operations, to develop explosive detection canine team capabilities. Funding is made available by the NYS Division of Homeland Security and Emergency Services.
The six primary objectives of this grant are: 1.) The advancement of explosive detection canine team capabilities; 2.) The certification of explosive detection canine teams and compliance with annual re-certification requirements; 3.) Participation in DHS's Office for Bombing Prevention's Explosive Detection Canine Capability Analysis Program; 4.) Alignment to New York State's thirteen FBI Certified bomb squads; 5.) Use of the Bomb Arson Tracking System (BATS); and, 6.) Promotion of regional partnerships in the development of mutual explosive detection canine team capabilities.
Eligibility: Only Local, County and Tribal Law Enforcement agencies with an active road patrol component of their law enforcement operations are eligible for grant funding awards pursuant to this RFA. For the purposes of this grant opportunity the active road patrol roles and responsibilities an applicant must possess to be considered eligible include: highway patrol; transit attack deterrence visits; critical infrastructure site monitoring; and mass gatherings monitoring. Applicants must clearly demonstrate in their applications how they will use the developed canine team to perform the active road patrol roles and responsibilities, as described above, and will support terrorism prevention activities in their jurisdiction. This funding is intended for use in road patrols to further homeland security efforts and is not intended to supplant basic law enforcement operations, such as the primary use of a "stationary" explosive canine team to monitor a single facility.
Applications will be accepted from February 17, 2012 through April 11, 2012 through the State's electronic grants management system (E-Grants).

MUNICIPALITY ON BEHALF OF AN EMERGENCY RESPONSE TEAM THAT PROVIDES SERVICES TO MULTIPLE (TWO OR MORE) JURISDICTIONS IN NEW YORK STATE
Fiscal Year 2011 Technical Rescue and Urban Search and Rescue (USAR) Grant Program
Fiscal Year 2011 Technical Rescue & Urban Search and Rescue (USAR) Grant Program seeks applications up to $150,000 in federal State Homeland Security Program (SHSP) funding made available by the NYS Division of Homeland Security and Emergency Services (DHSES) for local response entities that provide targeted technical rescue and urban search and rescue related services.
Goal of Technical Rescue & USAR Grant: The development of regional response capabilities is a core objective of this grant. This grant opportunity will ensure that critical homeland security funding addresses prioritized capability development goals and objectives as recognized by State and local stakeholders in the New York State Homeland Security Strategy, specifically, Goal 5: "Enhance Incident Management and Response Capabilities" via Objective 5.19: "Strengthen State and local Rescue Team and Urban Search and Rescue (USAR) capabilities through targeted planning, training, exercise, and equipment acquisition activities." As such, the FY2011 Technical Rescue & USAR Grant has 3 core objectives (outlined below):
• Objective #1: Advancement of Technical Rescue and USAR Capabilities
• Objective #2: Development of Regional Response Capabilities
• Objective #3: Increasing the Resource Typing of Technical Rescue and USAR Resources in New York State
Eligibility: A municipality (cities, villages, towns, fire districts and counties) is eligible to apply for the FY2011 Technical Rescue & USAR Grant Program on behalf of an emergency response team that provides services to multiple (two or more) jurisdictions in New York State. Two or more municipalities are also eligible to apply jointly for the FY2011 Technical Rescue & USAR Grant Program on behalf of their emergency response teams as long as one municipality is identified as the "submitting partner," who submits the application and has fiduciary responsibility for the grant.
Regional Focus: The focus of this grant program is the regionalization of technical rescue and USAR related services. Eligible applicants must either be one Team providing services to multiple jurisdictions or two or more Teams providing services to multiple jurisdictions. There are currently gaps in the provision of technical rescue and USAR capabilities in the State of New York. The State has limited homeland security funding; therefore resources must be dedicated to the development of regional capabilities.
Applications will be accepted from March 1, 2012 through April 26, 2012 through the State's electronic grants management system (E-Grants) for programs to support legally established and recognized local and county based response entities that provide technical rescue and USAR services in New York State.

NONPROFIT ORGANIZATIONS LOCATED WITHIN THE NEW YORK CITY URBAN AREA
Federal Fiscal Year 2012 Urban Area Security Initiative (UASI) Nonprofit Security Grant Program (NSGP)
Description:
Request for Applications (RFA) for up to $75,000 in federal Urban Area Security Initiative (UASI) Nonprofit Security Grant Program (NSGP) funding made available by the NYS Division of Homeland Security and Emergency Services (DHSES) from the U.S. Department of Homeland Security Federal Emergency Management Agency. There is a total of $10 million nationally in funding available under this grant program and funds will be awarded competitively based on the submission of applications by eligible nonprofit organizations located within the New York City Urban Area.
Funding will be awarded to support target hardening activities to nonprofit organizations (as described under section 501(c)(3) of the Internal Revenue Code of 1986 and exempt from tax under section 501(a) of such Code) that are at high risk of international terrorist attack and are located within the New York City Urban Area (includes the Cities of New York and Yonkers and the Counties of Westchester, Nassau and Suffolk). The program seeks to integrate nonprofit preparedness activities with broader state and local preparedness efforts. It is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, State and local government agencies, and Citizen Corps Councils.
Due to the competitive nature of this program, funding preference will be given to nonprofit organizations that have not received prior years funding.
