Aid to Crime Laboratories (2011 – 2012)
The New York State Division of Criminal Justice Services (DCJS) is issuing a Request for Applications (RFA) to solicit applications for awards to support the operations and enhancement of New York State’s public forensic laboratories.
Subject to State appropriation authority, approximately $6.9 million in funding is available for awards to New York State’s county and city operated forensic laboratories as set forth in New York State Executive Law § 995 (1) and (2) and which are accredited by either the American Society of Crime Laboratory Directors / Laboratory Accreditation Board or the American Board of Forensic Toxicology. Contracts will be awarded for a period of 12 months beginning July 1, 2011 and ending June 30, 2012.

Operation IMPACT (2011-2012)
The New York State Division of Criminal Justice Services (DCJS) is issuing a Request for Applications (RFA) to solicit applications for awards to support Operation IMPACT for the period of July 1, 2011 through June 30, 2012 in New York State counties outside New York City with the highest 3-year average Uniform Crime Report (UCR) Part 1 violent and property crime. Subject to State appropriation authority, approximately $13.1 million is available for awards to eligible units of local government. State and federal agencies are not eligible to apply for Operation IMPACT funding. Prospective applicants should review the eligibility criteria outlined in the RFA.

Specialized Supervision and Treatment of Offenders
The NYS Division of Criminal Justice Services (DCJS) Office of Probation and Correctional Alternatives and Office of Program Development and Funding are issuing a Request for Proposals (RFP) to solicit grant applications for programs that provide for the Specialized Supervision and Treatment of Offenders. Specifically, this RFP solicits programs as an alternative to incarceration for appropriate offenders convicted of a felony or before the court on felony charges. Proposals are to offer structured supervision and appropriate evidence-based interventions to improve the offender’s compliance and response to community supervision, while providing for public safety. Eligible services include, but are not limited to, substance abuse assessments, treatment program placement, outpatient and residential treatment, TASC program services, and drug treatment. It is expected that the program would provide services to individuals with serious mental illness, including serious and persistent mental illness, in addition to individuals with co-occurring disorders, i.e., individuals who are chemically addicted in addition to being seriously mentally ill.
The total annual amount of funds available through this RFP is approximately $469,000, contingent upon available appropriation. Grant contracts will be for an initial award period of one year, with start-up targeted for July 1, 2011. It is anticipated that funding will continue to be available for up to four one year renewals beyond the first year of implementation for a total program period of five years subject to the availability of such funding. No cash match commitment is required for the use of these funds.
DCJS intends to issue up to four contracts with an annual minimum value of $100,000 and a maximum value of $156,333. It is anticipated that at least fifty percent of the awarded funding will support programs working with offenders in New York City.
Continued funding is not automatic for current Specialized Supervision and Treatment of Offenders grant contracts. Agencies with such contracts must respond to this RFP in order to be considered for continuation funding.
Proposals must be submitted via DCJS’ on-line Grants Management System (GMS). Proposals must be submitted on or before 4:00 PM, Tuesday, June 7, 2011.

Federal Fiscal Year 2011 Emergency Operations Center Grant (EOC)
Description:
Request for Applications (RFA) federal grant funding made available from the U.S. Department of Homeland Security Federal Emergency Management Agency’s Fiscal Year 2011 Emergency Operations Center (EOC) Grant Program (Program) through the New York State Division of Homeland Security and Emergency Services (DHSES). There is a total of $14.1 million nationally in funding available under this grant program and funds will be awarded competitively based on the submission of applications by eligible organizations located within the New York.
Program provides funding intended to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure and interoperable EOCs with a focus on identified deficiencies and needs. To be considered for funding, eligible EOCs must be a primary State, local or tribal Emergency Operations Center located in the State of New York.
Eligible EOCs requesting funding may request up to $1,000,000 for construction projects or up to $250,000 for renovation projects through the FY 2011 EOC Grant Program.
The FY 2011 EOC Grant Program has a 75 percent (75%) Federal and 25 percent (25%) grantee cash- or in-kind cost match requirement. Funds must be spent in compliance with rules and regulations noted in the Federal EOC Guidance and Application Kit.

NONPROFIT ORGANIZATIONS LOCATED WITHIN THE NEW YORK CITY URBAN AREA
Federal Fiscal Year 2011 Urban Area Security Initiative (UASI) Nonprofit Security Grant Program (NSGP)
Description:
Request for Applications (RFA) for up to $75,000 in federal Urban Area Security Initiative (UASI) Nonprofit Security Grant Program (NSGP) funding made available by the NYS Division of Homeland Security and Emergency Services (DHSES) from the U.S. Department of Homeland Security Federal Emergency Management Agency. There is a total of $18.9 million nationally in funding available under this grant program and funds will be awarded competitively based on the submission of applications by eligible nonprofit organizations located within the New York City Urban Area.
Funding will be awarded to support target hardening activities to nonprofit organizations (as described under section 501(c)(3) of the Internal Revenue Code of 1986 and exempt from tax under section 501(a) of such Code) that are at high risk of international terrorist attack and are located within the New York City Urban Area (includes the Cities of New York and Yonkers and the Counties of Westchester, Nassau and Suffolk). The program seeks to integrate nonprofit preparedness activities with broader state and local preparedness efforts. It is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, State and local government agencies, and Citizen Corps Councils.
Due to the competitive nature of this program, funding preference will be given to nonprofit organizations that have not received prior years funding.

MUNICIPALITIES AND NOT-FOR-PROFIT ORGANIZATIONS
Acquisition, Development and Improvement of Parks, Historic Properties and Heritage Areas
Municipalities and not-for profit organizations with an ownership interest in the property may apply for funds under Title 9 of the Environmental Protection Act of 1993 for the acquisition, development and improvement of parks, historic properties and heritage areas, and for the planning of such projects. Competitive applications to receive aid are required and will be accepted through September 1, 2011 for grants made available under these programs.
This is a matching grant program, therefore grant recipients will be expected to provide at least 50 percent match to these awards, unless the project is in a location with a poverty rate (according to current census data) of ten percent or higher, in which case grant recipients must provide a minimum of 25 percent match.
